One Diplomatic Tool -- The National Guard State Partnership Program or SPP -- has been an effective program to establish and strengthen relationships with other nations. This paper reviews National Strategy Documents, Defense and Service Guidance, SPP History and Lessons Learned and reviews and analyzes the findings of The GAO 2012 Study of the SPP. The GAO Study serves as the reference point to measure and determine gaps in the current National Guard State Partnership Program, with a specific focus on how to grow the SPP. This paper contrasts what has been done at the Guard Bureau level since the GAO study and its effects in the field using case studies of long standing SPPs. Recommendations for new SPPs and how best to develop the SPP program are developed from these perspectives. The impact of Regional alignment of Forces or RAF as an emerging concept is examined. Comparisons of RAF and SPP are addressed. This paper concludes with findings and recommendations to continue SPP evolution.

It also serves as a mechanism for training National Guard personnel. Since the program began in 1992, it has expanded to the point where nearly every state National Guard participates, including Guam, Puerto Rico, the U.S. Virgin Islands, and the District of Columbia. The SPP relates to several areas of potential interest to Congress, including improving the capabilities of partner nations to protect their citizens; strengthening relationships with partners to facilitate cooperation, access, and interoperability; improving cultural awareness and skills among U.S. military personnel; and fostering the integration of reserve and active component forces into a "total force." This book provides an overview of the origin and development of the program; summarizes its unique aspects; and outlines its statutory basis, funding mechanisms, organization, and activities; with a focus on recent legislative and executive branch actions.

Book excerpt: As the nation confronts its current economic crisis, the Department of Defense faces budget reductions between four hundred billion and one trillion dollars over the next ten years. Yet in spite of constrained resources the United States must continue to meet National Security challenges in this "era of persistent conflict". The strategy to meet these challenges and overcome diminished capacity will rely more heavily than ever on security cooperation, engagement and building partner capacities. Gaining security cooperation and aiding partner nations to develop themselves is a way to shape the environment, deter conflict and assure access and assistance in the event of conflict. For nearly two decades, the National Guard State Partnership Program has done all of this and more. Since long before the term "smart power" was coined, the State Partnership Program has evolved, almost imperceptibly, as a means to employ a "whole of society" approach to building partner capacity. This paper will demonstrate that the State Partnership Program is an effective and economical tool that facilitates a bridge between military engagement and civilian diplomacy in support of the National Security Policies of the United States.

The program has partnerships between 52 U.S. state and territory National Guards and 69 countries. In fiscal year 2011, program expenditures were at least $13.2 million. The 2012 National Defense Authorization Act directed GAO to study the program. GAO determined (1) the extent to which State Partnership Program activities are meeting program goals and objectives; (2) the types and frequency of activities and funding levels of the program; and (3) any challenges DOD faces in the program's implementation. GAO collected written responses to questions from State Partnership Program Coordinators at the state level, Bilateral Affairs Officers at the U.S. embassies in the partner nations, and officials at the combatant commands, reviewed documents, and interviewed DOD officials."

The challenge is to fulfill persistent requirements for engagement forces with a range of military and civilian skills, local knowledge and relationships sustainable and affordable over time. This paper discusses a little known program, the National Guard State Partnership Program (NG-SPP), that is tailored to meet this challenge and assist the United States in achieving a favorable system of order (ends), through phase zero "engagement" operations (ways) to create a "Woven System of Order" (means). The paper also points out that the NG-SPP is sustainable, cost effective, capable and connected. Lastly, this paper will evaluate and compare phase zero operation enablers and suggest networking, commonality theory and connectedness as a new means of statecraft and an instrument of national power.

Book excerpt: China's rise over the past decade has corresponded with the decline of the United States in the liberal international system, both economically, and after two wars in Afghanistan and Iraq, diplomatically. From the 2010 National Security Strategy to the 2011 National Military Strategy, the highest levels of national power within the United States recognize the importance of forging and strengthening new and existing alliances. A critical component of the November 2011-announced "rebalance" to Asia is the insistence that partner nations shoulder a larger portion of their security burden in the future. The challenge for American diplomats, in and out of uniform, is to reassure our allies in the Asia-Pacific region without emboldening them toward confrontation with China. Likewise, American diplomacy should not irresponsibly challenge China's inevitable ascent within the region. The National Guard's State Partnership Program (SPP), with a robust 20-year track record of cementing regional alliances, is a low-cost, high-yield initiative that should be expanded in PACOM, particularly during this period of resource constraints in American history. The SPP, flowing from the demise of Communism in the early 1990s, establishes enduring theatre security cooperation relationships by pairing state Air and Army National Guard (NG) troops with partner nation counterparts. Utilizing an innovative and small footprint methodology, the SPP targets repetitive engagements, between two to three times per year, to establish partnerships of trust and reciprocity that simply cannot be achieved on a larger scale, or within the active duty military, where leadership swap-outs are routine. In an almost "under the radar" fashion, SPP relationships hedge against uncertainty by laying soft power steps that can lead to a hard power path if required in the future.

The State Partnership Program provides a mechanism by which Guard members can hone there Major Occupational Skills (MOS) related skills and demonstrate to foreign citizens what democracy really means. The National Guard State Partnership has paired 24 states with foreign partners in Europe, Central, and South America. Through this effort the countries involved receive humanitarian assistance to improve living conditions in their respective countries. The Guard members involved gain the experience of an overseas deployment and learn to overcome the hardships of accomplishing their missions under the most austere conditions. In this paper I examine the Kentucky - Ecuadorian partnership in hopes of highlighting the successes and making recommendations for improvement of future operations.
