It reveals that Pioneer Square has always been a barometer of Seattle’s health and an incubator for trends that characterize the city today. In 1852, a group of settlers who had spent the winter on Alki Beach relocated to the east side of Elliott Bay and chose the only flat area along the shoreline for the first settlement in downtown Seattle, Pioneer Square. Called Djicjila'letc, "little crossing over place," by friendly Duwamish Indians, it was near the heart of their ancient homeland. By 1853, Henry Yesler’s steam-powered sawmill was processing and exporting timber from the densely forested hillsides. Other businesses sprang up near the mill, making Seattle the region's major commercial center and a magnet for workers and entrepreneurs. The assimilation of people of diverse ethnic, cultural, and economic backgrounds continues today, as one of Pioneer Square’s defining characteristics. After the Great Fire of 1889, Seattle rallied to build a modern city of brick and stone. Pioneer Square rose quickly from the ashes with elegant brick buildings that still give the area an architecturally harmonious feeling. The district formed the heart of the city upon the arrival of the Great Northern Railroad and during the Klondike Gold Rush. As the population exploded, city engineers scrambled to regrade steep hills and fill in tide flats to make them suitable for development. In the early twentieth century, overcrowded Pioneer Square burst at its seams: the downtown business district moved north, industries surged south onto reclaimed tide flats, and Chinatown and Japantown spread east into what is now the International District. As Pioneer Square deteriorated, a local minister dubbed it Skid Road, applying the name of the mill logslide (now Yesler Way) to people on the skids. The term later entered the national vernacular as a synonym for urban slum. From the late 1950s the neighborhood became a battleground between advocates of urban renewal and those who envisioned a restored district of handsome buildings, outdoor cafes, and an easy mingling of artists, merchants, and the down-and-out. Architects, gallery owners, activists, and many others recognized that Pioneer Square was not only a place of beautiful buildings, but a place of spirit as well. In 1971, the City of Seattle created the thirty-block Pioneer Square Historic District, the first designated landmark district in the city. In the ensuing decades the neighborhood, which never lost its Skid Road identity, became a vibrant center for the arts and a hub of regional transit, urban living, and professional sports.

Concerned about the alleged ill effects their presence inflicts on property values and public safety, many cities have wholeheartedly embraced "zero-tolerance" or "broken window" policing efforts to clear the streets of unwanted people. Through an almost completely unnoticed set of practices, these people are banned from occupying certain spaces. Once zoned out, they are subject to arrest if they return-effectively banished from public places. Banished is the first exploration of these new tactics that dramatically enhance the power of the police to monitor and arrest thousands of city dwellers. Drawing upon an extensive body of data, the authors chart the rise of banishment in Seattle, a city on the leading edge of this emerging trend, to establish how it works and explore its ramifications. They demonstrate that, although the practice allows police and public officials to appear responsive to concerns about urban disorder, it is a highly questionable policy: it is expensive, does not reduce crime, and does not address the underlying conditions that generate urban poverty. Moreover, interviews with the banished themselves reveal that exclusion makes their lives and their path to self-sufficiency immeasurably more difficult. At a time when more and more cities and governments in the U.S. and Europe resort to the criminal justice system to solve complex social problems, Banished provides a vital and timely challenge to exclusionary strategies that diminish the life circumstances and rights of those it targets.

Book excerpt: This study examines the ways in which the moral community is "talked into being" in relation to crime, and the objects of concern that typically occupy its attention. It maps the imagined moral universe of the virtuous and the criminal and charts the relations between these two groups in the "history of the present." It examines the calls to action which symbolically endow the moral community with power. And it looks at the character and content of collective moralizing. The source materials are commentaries about crime and criminal justice appearing in selected newspapers across the Americas. The moral "talk" found there is stylized, routine, trivial and occasionally dramatic. It looks nothing like the weightier renderings of morality that derive from the reconstruction of a particular "ethic" or from the systematic probing of values and moral reasoning. And its fuzzy, offhand, unexceptional and frequently unsystematic nature makes it a difficult candidate for explaining either stability or change in crime policies. But moral talk has intrinsic importance as the creator and sustainer of an imagined moral community, a community that symbolizes the existence and vigor of morality itself and confers a crucially important identity on its self-proclaimed members. And moral talk reveals inherent intersections between normative, empirical and technical discourses, highlighting the relationships between morality, science and social engineering. Thus, a prosaic, instrumental, model of morality is particularly strong in North America, but only found in a more abstract form in Latin America, where it sits alongside a stirring vision of morality, more directly anchored in virtue. Research on social problems, moral panics and the sociology of morality has largely overlooked the type of moral discourse studied here. While emphasizing the culturally contingent nature of the findings, the conclusion reflects on their significance for understanding the nature of moralizing, the artifacts of talk and the construction of identity.
