S. 5014. County board of charities, etc.; appointment; duty. The State board shall appoint in each county three persons, to be known as the county board Of charities and public welfare, whose duty shall be to advise with and assist the State board in the work in the county, to make such visitations and reports as the State board may request, and to act in a gen eral advisory capacity to the county and municipal authorities in dealing with questions Of dependency and delinquency, distribution of the poor funds, and social conditions generally. The members Of the county board Of chari ties and public welfare Shall serve without pay. The State board shall have power and right at any time to remove any member Of the county board. C. S. 5015. Term of office and meetings of board. The county board of charities and public welfare shall be appointed one for one year, one for two years, and one for three years, and subsequent appointments shall be for a term Of three yea-rs. The persons so appointed shall meet immediately after their appointment and organize by electing a chairman, and the county superintendent Of public welfare Shall act as secretary. The county board shall meet at least once a month with the county superintendent Of public welfare, and advise with him in regard to problems pertaining to his office. Custody of child may be immediate. If it appears from the petition that the child is embraced within subdivision one Of the first section Of this article, or is in such condition or surroundings that the welfare Of the child requires that its custody be immediately assumed, the court may endorse or cause to be endorsed upon the summons a direction that the officer serving the same shall at once take such child into custody. In the case Of any child who has been taken into custody or pending the final disposition of any case, the child may be released in the custody Of a parent or other person having charge Of the child Or in the custody Of a proba tion Officer or other person appointed by the court, to be brought before the court at the time designated. Any child embraced in this article may be admitted to bail as provided by law. When not released as herein provided such child, pending the hearing Of the case, shall be detained in such place Of detention as hereinafter provided for. C. S. 5046. Service of summons. Service Of summons shall be made personally by reading to and leaving with the persons summoned a true copy thereof: Provided, that if the court is satisfied that reasonable but unsuccess ful effort has been made to serve the summons personally upon any Of the parties named therein, or if it shall appear to the satisfaction Of the court that it is impracticable to serve a summons personally upon any of them, the court may make an order providing for service Of the summons by registered mail or by publication or otherwise in such manner as the judge Shall deter mine. It Shall be sufficient to confer jurisdiction if service is effected at any time before the time fixed in the summons for the return thereof, but the court, if requested by the child or a parent, or in case there is no parent, by the person having the guardianship, custody or supervision Of the child, shall not proceed with the hearing earlier than three days after the service. Fail ure to serve a summons upon any person other than said child shall not impair the jurisdiction Of the court to proceed in cases arising under subai vision one Of the first section of this article, provided that for good cause Shown the court shall have made an Order dispensing with such service. At the death of the recipient, the county is to enforce the lien to recover, to the extent available, the amount paid to the recipient in assistance from October 1, 1951, until his death. The lien law in North Carolina means that this State is a low-grant state, with strict property regulations re garding eligibility, which is attempting a rigorous program of recovery of some of the money expended for Old age assistance. Some'15 per cent of recipients preferred to withdraw from the program rather than give the required lien. Book excerpt: Excerpt from Biennial Report of the North Carolina State Board of Public Welfare: July 1, 1966-June 30, 1968 In a further effort to explode some of the myths about poverty and its relief, a program of visitation to clients, Come Visit with Us, is being instituted in the counties. Through this program community leaders are invited to accompany county welfare department caseworkers on their visits to recipients and then to participate, with other visitors, in a discussion of what they have seen, to ask questions, and to make suggestions. During this time the State Board authorized two significant studies to be used as a basis for action in the two areas concerned. The first was a study by the Research Triangle Institute Of the actual operating costs in this state Of homes for the aged and nursing homes in order to have a more accurate base for arriving at payments for recipients in these homes. This was the first such in-depth study of these costs in the country. The second study, also done by the Research Triangle Institute, was an effort to locate all day care centers in the State. While the State Board has been licensing day care centers on a voluntary basis for 42 years and also provides them consultation services, there was no means of knowing about unlicensed facilities. The increased demand for and emphasis on day care underscored the importance of this study. It revealed that in January 1968, 965 such centers were providing full day care for six or more children, ap proximately one-third of which were provided consultation services and voluntary licensing by the public welfare department. This program includes inpatient hospitalization, outpatient hospitalization, drugs, and a dental program for old age assistance recipients and medically indigent age 65 and older not eligible for old age assistance payments, as well as a provision for adding out patient hospital service and a drug program to the present hospitalization program for aid to families with dependent children and aid to the permanently and totally disabled. With the exception of the prescription drug service, all parts of this program were implemented effective July 1, 1964. This latter service became effective January 1, 1965. It is interesting to note that during the first five months of this program's operation, and before the advent of drug services, an average of claims per month was processed. By the end of the biennium, the monthly average was The newest division of this department thus became one of the largest and busiest.
