Book excerpt: A recent ranking undertaken by Jiao Tong University in Shanghai shows 36 U.S universities among the top 50 universities in the world, with eight of the top 10 in the United States. Author Fareed Zakaria has declared: "[H]igher education is the United States' best industry. In no other field is the United States' advantage so overwhelming. Although China and India are opening new institutions, it is not that easy to create a world-class university out of whole cloth in a few decades." America's lead may be less secure than Zakaria suggests. Neither the University of California, San Diego (ranked 13th) nor the University of California, Santa Barbara (ranked 35th) existed 50 years ago. China, at least, is pouring substantial resources into building a number of world-class research universities, while oil-rich Saudi Arabia is intent on building a research university in the next few years to equal the best universities anywhere. The competitive advantage the United States currently enjoys is obvious, but retaining it cannot be taken for granted; the support from state governments for their "flagship" public universities and the partnership between research universities and the federal government must be renewed and enhanced if America's lead is to be sustained. This paper attempts to describe the importance of research universities to education and science and to society more broadly.

Research and Relevant Knowledge follows Geiger's earlier volume on American research universities from 1900 to 1940. This second work is the first study to trace this momentous development in the post-World War II period. It describes how the federal government first relied on university scientists during the war, and how the resulting relationship set the pattern for the postwar mushrooming of academic research.The first half of the book analyzes the development of the postwar system of academic research, exploring the contributions of foundations, defense agencies, and universities. The second half depicts the rise of the ""golden age"" of academic research in the years after Sputnik (1957) and its eventual dissolution at the end of the 1960s graduate education. When the federal patron soon reduced its largesse, university students took the lead in challenging the putative hegemony of academic research. The loss of consensus quickly brought the malaise of the 1970s--stagnation, frustration, and equivocation about the research role. The final chapter appraises the renaissance of the 1980s, based largely on a rapprochement with the private sector, and ends by evaluating the embattled status of research universities at the beginning of the 1990s.Research and Relevant Knowledge provides the first authoritative analytical account of American research universities during their most fateful half-century. Book excerpt: The connection between the major research universities and the federal government in furthering advanced learning of high quality was reassessed during a series of meetings of the presidents of 15 major universities. It is argued that one of the decisive elements in the quality of a society is the level it is able to reach and sustain in the quality of its research and scholarship, a national need for excellence in higher learning which cannot be met without a renewed and strong partnership between major research universities and the federal government. Serious limitations in international competence exist in American universities in terms of language instruction, specialized libraries, and collaboration between American scholars and scientists and those in developing countries. The long-term international effectiveness of the United States would be substantially enhanced by the achievement of full international competence on the part of the major American research universities. Without federal assistance even the competence achieved since World War II will erode. Recommendations include: (1) under the International Education Act or other appropriate authorizing legislation, the federal government should develop a ten-year program of grants in support of plans by individual research universities for achieving and maintaining greater competence in research on foreign areas and international problems, and that these grants be awarded on the basis of demonstrated merit; (2) federally funded fellowship programs should support the advanced training of graduate students and the work of postdoctoral scholars in international studies; (3) a comprehensive federal fellowship policy should be developed; and (4) funding for present and future federal programs designed to increase our national competence in international studies should be increased by $75 million a year. Christopher Newfield argues that the financial and political crises of public universities are not the result of economic downturns or of ultimately valuable restructuring, but of a conservative campaign to end public education’s democratizing influence on American society. Unmaking the Public University is the story of how conservatives have maligned and restructured public universities, deceiving the public to serve their own ends. It is a deep and revealing analysis that is long overdue. Newfield carefully describes how this campaign operated, using extensive research into public university archives.
