Book excerpt: The 216-B-3 Expansion Ponds Closure Plan (Revision 1) consists of a Part A Dangerous Waste Permit Application and a Resource Conservation and Recovery Act Closure Plan. An explanation of the Part A submitted with this document is provided at the beginning of the Part A Section. The closure plan consists of nine chapters and five appendices. The 216-B-3 Pond System consists of a series of four earthen, unlined, interconnected ponds and the 216-B-3-3 Ditch that receive waste water from various 200 East Area operating facilities. These four ponds, collectively. Waste water (primarily cooling water, steam condensate, and sanitary water) from various 200 East Area facilities is discharged to the 216-B-3-3 Ditch. Water discharged to the 216-8-3-3 Ditch flows directly into the 216-B-3 Pond. In the past, waste water discharges to B Pond and the 216-B-3-3 Ditch contained mixed waste (radioactive waste and dangerous waste). The radioactive portion of mixed waste has been interpreted by the US Department of Energy (DOE) to be regulated under the Atomic Energy Act of 1954; the nonradioactive dangerous portion of mixed waste is regulated under RCRA. Mixed waste also may be considered a hazardous substance under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) when considering remediation of waste sites.

Book excerpt: The 300 Area of the Hanford Site contains reactor fuel manufacturing facilities and several research and development laboratories. Recyclable scrap uranium with zircaloy-2 and copper silicon alloy, uranium-titanium alloy, beryllium/zircaloy-2 alloy, and zircaloy-2 chips and fines were secured in concrete billets (7.5-gallon containers) in the 304 Facility, located in the 300 Area. The beryllium/zircaloy-2 alloy and zircaloy-2 chips and fines are designated as mixed waste with the characteristic of ignitability. The concretion process reduced the ignitability of the fines and chips for safe storage and shipment. This process has been discontinued and the 304 Facility is now undergoing closure as defined in the Resource Conservation and Recovery Act (RCRA) of 1976 and the Washington Administrative Code (WAC) Dangerous Waste Regulations, WAC 173-303-040. This closure plan presents a description of the 304 Facility, the history of materials and waste managed, and the procedures that will be followed to close the 304 Facility. The 304 Facility is located within the 300-FF-3 (source) and 300-FF-5 (groundwater) operable units, as designated in the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (Ecology et al. 1992). Contamination in the operable units 300-FF-3 and 300-FF-5 is scheduled to be addressed through the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 remedial action process. Therefore, all soil remedial action at the 304 Facility will be conducted as part of the CERCLA remedial action of operable units 300-FF-3 and 300-FF-5.
