Book excerpt: The main focus of this book is innovation for developing countries: what is the innovation for, what are the current conditions of the innovation, and how to effectively innovate in developing economies. It contains the latest insights and analyses of innovation based on intensive interviews as well as primary and secondary data of manufacturing firms in developing countries, Vietnam and Laos in particular. Innovation requires something new. Integration of deep understanding of innovation and econometric analyses are a “new combination” in this book, which contrasts with other, similar books in the field. This new approach may benefit policy makers as well as scholars and firms in poor countries. The main points of the book are summarized as follows: First, for most poor countries “learning innovation” is considered the key to economic growth rather than “leading-edge innovation”, which is a more popular theme in similar books on innovation. Second, an overwhelming majority of innovations currently used in poor countries are developed in advanced countries, so technology transfer and learning from the latter are a fundamental source of innovation in the former. Third, a surprisingly high rate of firms (around 50%) reported that they introduced new or significantly improved products or processes in poor countries, and this high innovation rate is a great benefit to be enhanced by government policies. Fourth, the common factors driving innovation of manufacturing firms in Vietnam and Laos are (1) human capital, (2) social capital, and (3) innovation in the past. Fifth, the impact of innovation on firm performance is found to be mixed in these countries. Sixth, so far almost all studies on innovation have focused on product or process innovation, but additional light is shed here on organizational innovation.

The revolution for the generations in the first half of the 20th century was socialism/communism. For the generations of the second half of the same century, it was the return to capitalism. For the current generation, it seems to be entrepreneurialism. Three insights concerning economic growth have become clear in recent times. Firstly, the key to economic growth is technology (T). Secondly, innovation (I) is the driver of technology growth. Finally, entrepreneurship (E) is a highly powerful but extremely underappreciated contributor to innovation. Yet there persists a paucity of academic books covering the large variety of issues impinging on TIE-exploitation from a contemporary viewpoint. This book is the third and final part of a textbook-trilogy that seeks to fill this gap. The first part (this book) is titled My World, My Nation as it examines TIE interactions from a world-perspective but stressing nation building. Part II: My Firm discusses how an established firm could prosper in the contemporary world of globalized competition and technology. Part III: My Startup discusses issues of particular interest to the growing number of youth pursuing an entrepreneurial career. The origins of this trilogy lie in the class notes compiled by the author while teaching 'Management of Technological Innovation' to undergraduate and graduate students from science, engineering and business departments. The final contents have been influenced strongly by the insights derived by him while living and working in India, the UK, Hong Kong (including extensive travels to mainland China), and the USA. Thus, rather than focusing just on the lessons to be learnt from the experiences of a developed country such as the USA (as most books on the themes examined do), this trilogy empathizes with the biases and concerns of the developing parts of the world as well. Among the topics examined in this book (Part I) are the techno-economic history of the world, the philosophies of science and technology, the industrial revolution, theories of economic growth, economic downturns, and the roles of technology and culture in national development.

Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.
