Lieutenant colonels and colonels must provide the transformational leadership and innovation needed to create the intrinsic value that millennials seek in their profession. Book excerpt: Transforming the U.S. military's personnel management system is critical to long-run American national security interests, particularly as increasingly capable peer adversaries emerge. Talent management is critical to confronting these threats, particularly in an austere fiscal environment. This transformation cannot take place in a vacuum, however. As an extensive body of labor economics literature makes clear, total compensation management is an integral part of talent management. As the military changes the way it accesses, retains, develops, and employs its people, so, too, must it change the ways in which it compensates them. However, the current compensation system, rooted in industrial-era labor management practices, has outlived its usefulness. It is not linked to defined organizational outcomes, rests upon an ineffectual evaluation system, and does little to incentivize performance. Designed to complement an "up or out" personnel system that treats people as interchangeable parts, it has been rendered obsolete by dramatic changes in the American labor market, fiscal constraints, technological advances, and the changing nature of information age work. Using the Army's officer corps as a case study upon which a wider compensation model can be built, a system is proposed that integrates redesigned basic pays and pensions, "monetizes" nonpay benefits, and provides additional performance incentives in critical positions demanding organizational productivity. Audience: Personnel managers, human resources and benefits program department heads, military command leaders overseeing active duty commissioned officers, and armed forces reserve commands, plus compensation analysts, labor lobbyists, and economists may be interested in this work. The early departure of army officers leaves a dearth of middle- and senior-level leadership, creating risk for future military readiness. West Point leaders theorized that new officers’ poor person–job fit within their specific career fields contributed to attrition. West Point implemented a talent-based system to place new officers into branches that should offer a stronger person–job fit, hoping it would reduce officer attrition. To begin the investigation on how this talent-based system affects attrition, this study examined graduates who joined the field artillery career field to ascertain if the various cadet traits quantified by the new branching system could function as predictors of performance at the field artillery’s postgraduate school. Previous research demonstrated that these talents and traits were predictors of cadets’ academic performance while still at West Point. This study serves as a follow-up investigation of the next phase of these new officers’ careers. Army officers who fail to complete the field artillery postgraduate course successfully demonstrate higher levels of job dissatisfaction and face many career hurdles that inhibit advancement. Understanding how the talent-based system predicts performance at the branch school can serve as a first measurement of person–job fit and inform leaders about the likelihood of officer attrition. While the talent-based traits were effective predictors of West Point academic performance, cadet grade point averages were more predictive of artillery school performance than were the measures of field artillery-specific talents and traits used in the branching system. The findings provide a potential predictive model for artillery school performance with a weighted balance between cognitive and noncognitive measurements. It must be continuously resourced, executed, measured, and adjusted across time and budget cycles. Book excerpt: The U.S. Army has always touted itself as a capstone developmental experience and still does so today- You made them strong-we'll make them Army Strong. The Army is almost universally acknowledged as an organization that powerfully develops talent in areas such as leadership, teamwork behavior, work ethics, adaptability, fitness, and many others. Yet despite this well-earned reputation, the Army must remain vigilant. Authorized strength and inventory mismatches, an inverse relationship between responsibility and formal developmental time, and sparse non-operational development opportunities are serious challenges that the Army must address. Developing talent is important in all high performing organizations, but it is particularly critical to the Army for several reasons. First, the mission of fighting and winning wars requires truly championship-level talent-America's national security depends on it. Second, Americans entrust the very lives of their sons and daughters to the Army-they deserve to be led by superstars. And third, limited lateral entry into midcareer and senior level officer positions means the Army cannot rely upon poaching talent from outside organizations as corporate America does. Instead, the Army must retain and continuously develop its entrylevel talent to meet present and future demands. Army officers are hungry for the development needed to reach their full potential and perform optimally. When they do not get it, they seek it in the private sector. This is why officer developmental programs must be tailored to the needs of every talented individual. In this way, the Army can both deepen and broaden its overall talent distribution, mitigating risk in an increasingly uncertain and rapidly changing operating environment. Current practice, however, generally shunts officers down conventional career paths and through standardized "gates," regardless of their unique talents, experience, or needs. Meeting future challenges may well require a new way of doing business, a comprehensive developmental strategy rooted in sound theory. Several pioneers in the human capital field have provided a ready foundation for such a strategy. Their work demonstrates the criticality of continuing education, genuinely useful evaluations, and properly valued signals to the creation of an outstanding developmental climate. Considering officer development within this context moves the Army beyond a focus upon formal training and education. While these are certainly important, managing the nexus of individual talents and rapidly changing organizational requirements calls for careful attention to many other developmental factors. These include professional networks, mentorship and peer relationships, tenure, individual learning styles, as well as diversity of thought, experience, and culture. Lastly, to reap the full benefit of any developmental strategy, the Army must capture information on the multitude of talents that its officers possess. The uniqueness of each individual cannot be captured via skill identifiers and career field designations alone. Instead, the Army needs a mechanism to track talent development over time, gauging both its breadth and depth. Only then will it be able to effectively employ talent, the subject of the next and final monograph in this series.

In those monographs, Wardynski, Lyle, and Colarusso adumbrated an officer corps strategy based on the theory of talent management. This volume aims to provide a historical context for their discussion of an officer strategy (and for what has passed for such a strategy in the past). Like the earlier monographs, this volume is organized around the functionally interdependent concepts of accessing, developing, retaining, and employing talent.
