Book excerpt: Excerpt from War Work of the Bureau of Standards: April 1, 1921; Miscellaneous Publications of the Bureau of Standards Routine testing at the Bureau of a specified portion of the instrument production of this country was another source of information. The intimate knowledge thus obtained regarding the construction and performance of the various instruments particularly fitted the members of the staff thus engaged for making suggestions and originating improvements which many times proved to be important. Early in the war a critical study was made of British-instrument 'specifications which were placed at the disposal of the Bureau of Standards by the Royal Flying Corps. Data thus obtained were supplemented by those derived from careful tests of all suitable types of instruments which could be collected. Such information, coupled with the results of a survey of the manufacturing facilities of this country, enabled the Bureau to render expert assistance in writing specifications and advising in regard to instrument production. As a result of this prepara tion, the performance specifications, and in some cases the con struction specifications also, for all instruments adopted as standard by the Army and Navy during the war were based directly on technical information obtained at this Bureau. The purpose of this series is to facilitate commerce between the United States and foreign countries by gathering together and making available standards for materials of various kinds, commercially acceptable and representing good American practice, through their translation into various foreign languages. In most cases such standards are the result of com promise. Their publication 1n this series is an indication that they are working standards, subject, however, to amendment as new scientific data are obtained. It is appreciated that the development of an ideal standard of quality usually requires service experience and experimental researches on each detail of the standard. In such work standardizing institutions, technical societies, individual investigators, and industrial laboratories cooperate in developing a true standard of quality. The standard printed in this number of the series was prepared by the American Society for Testing Materials, whose central offices are at Philadelphia, Pa. The objects of this society, as broadly stated in its charter, are the promotion of knowledge of the materials of engineer ing and the standardization of specifications and the methods of test ing. The society has existed under its present name and charter since 1902, superseding the American section of the International Association for Testing Materials, which latter had its origin in a conference held in 1882. In addition to the annual volume of its Proceedings, the society issues triennially, beginning with the 1918 edition, a volume of A. S. T. M. Standards devoted chiefly to the publication of the standards adopted by the society. The standards of this society are drafted by committees on which both the consuming and producing interests are represented, either equally or with a majority of the former. After discussion and criticism at general meetings of the society the proposed standards may be referred by a two-thirds affirmative vote to a letter ballot of the society, subject to adoption by a two-thirds affirmative vote. Fischer in metrology has been so ably described in the Foreword to Miscellaneous Publication No. 64 that it is reproduced here verbatim. As a matter of historical record, it is appropriate here to comment briefly upon Mr. Fischer's career as a metrologist, which began with his entry, in 1880, into the service of the Office of Standard Weights and Measures of the Coast and Geodetic Survey. Starting in the workshop, where he was trained in the fabrication of precise Stand ards, he served in all branches of the work up to the making of the most accurate determinations of length and mass, and by 1898 he was in immediate charge of the weights and measures ofice. When the Bureau of Standards was established in 1901 that office was made a part of the new bureau, and in the new organization became the division of weights and measures of the Bureau of Standards. Mr. Fischer was at once made chief of this division, a position which he filled with conspicuous credit from that time continuously until his death in 1921, except while on duty with the United States Army during World War 1. Throughout the nearly 20 years of his service with the Bureau of Standards, Mr. Fischer was prominently identified with every move ment in the United States having to do with the science of metrology or the supervision of commercial weights and measures. He became one of the world's foremost experts in the comparison of funda mental precision Standards of length, his work at the International Bureau of Weights and Measures in the recomparison of certain meter bars being especially noteworthy and laying the foundation for a thorough intercomparison of all national prototypes with the international standard.
