Book excerpt: This report offers a review of the major works developed in the past fifteen years by the Forum on Stakeholder Confidence (FSC) of the OECD Nuclear Energy Agency (NEA). It presents the key drivers of public trust in Radioactive Waste Management (RWM), based on an in-depth document analysis of FSC flyers and reports. The FSC experience suggests that, in addition to technical requirements, societal concerns about risk and safety need to be addressed in order for public trust and confidence to develop. For non-experts, feelings of control and familiarity are important in establishing a feeling of safety. The FSC points to a number of confidence factors that need to be promoted in RWM, such as openness, transparency, technical competence and procedural equity. When these factors are present in everyday practice, public trust can be built. In the report, these factors have been used to build a framework with key drivers for public trust in RWM.

This publication provides theoretical and practical guidance on the development and implementation of stakeholder engagement programmes and activities. The key principles of stakeholder engagement are identified in it. It also includes tools such as templates to help establish a stakeholder engagement programme and identify associated activities, including tools for stakeholder analysis. The guidance provided can be further developed and adjusted to each specific type of facility, moment in its life cycle, and/or the group of stakeholders with which to engage. At this workshop, Spanish stakeholders and delegates from 14 countries discussed current co-ordination of radioactive waste management decision making in Spain. Findings were shared from Cowam-Spain, a co-operative research project on the involvement of local stakeholders, the relationship between national and local levels of decision making, and the long-term sustainability of decisions regarding the siting of a centralised interim storage facility for high-level waste. These proceedings include the workshop presentations and discussions, as well as the rapporteurs' reflections on what was learned about policy making and participative decision making.

Finding suitable locations for disposal facilities is beset by two main problems: community responses to siting proposals are generally antagonistic and, as a result, governments have tended to be reactive in their policy-making. Decision-making and Radioactive Waste Disposal explores these issues utilizing a linear narrative case study approach that critically examines key stakeholder interactions in order to explain how siting decisions for low level waste disposal are made. Five countries are featured: the US, Australia, Spain, South Korea and Switzerland.
