Book excerpt: It is a truism that when battle erupts among nations an advantage falls to the side that has best solved the problems of the last war. An increased advantage accrues to the efficient belligerent who can transcend contemporary military precepts through the evolution of a new, major doctrine. This study is an attempt to understand the process by which doctrine changes. The vehicle for the investigation is the evolution of American field artillery doctrine from 1861 to 1905. The study looks at the evolution of field artillery doctrine between two distinct concepts of employment--or paradigms--that of direct fire and that of indirect fire. At the time of the American Civil War, the predominant concept of employment was the direct-fire mode. Within a short time after the Russo-Japanese War, 1904-1905, the concept of indirect fire had supplanted the earlier paradigm. The investigation reveals that in the evolution of a military doctrine, the tendency is to maintain the efficiency of the prevailing concept of employment, even though the concept may have inherent limitations in a changing battlefield environment; the progress of technology eventually permits a shift to a new doctrine, although the change is not likely to occur until it is provoked by an appropriate test of war. It was as sizable and powerful as any raised in prior European wars. Moreover, Union and Confederate artillery included the largest number of rifled pieces fielded in any conflagration in the world up to that point. Earl J. Hess’s Civil War Field Artillery is the first comprehensive general history of the artillery arm that supported infantry and cavalry in the conflict. Based on deep and expansive research, it serves as an exhaustive examination with abundant new interpretations that reenvision the Civil War’s military. Hess explores the major factors that affected artillerists and their work, including the hardware, the organization of artillery power, relationships between artillery officers and other commanders, and the influence of environmental factors on battlefield effectiveness. He also examines the lives of artillerymen, the use of artillery horses, manpower replacement practices, effects of the widespread construction of field fortifications on artillery performance, and the problems of resupplying batteries in the field. In one of his numerous reevalutions, Hess suggests that the early war practice of dispersing guns and assigning them to infantry brigades or divisions did not inhibit the massing of artillery power on the battlefield, and that the concentration system employed during the latter half of the conflict failed to produce a greater concentration of guns. In another break with previous scholarship, he shows that the efficacy of fuzes to explode long-range ordnance proved a problem that neither side was able to resolve during the war. Indeed, cumulative data on the types of projectiles fired in battle show that commanders lessened their use of the new long-range exploding ordnance due to bad fuzes and instead increased their use of solid shot, the oldest artillery projectile in history.

Available in PDF, EPUB and Kindle. Book excerpt: The author's interest in Air Force doctrine was first aroused when he was a sergeant serving as an aerial gunnery instructor in early 1943. When the operational research people revealed that what we were teaching was faulty, he came to realize that the Air Force system for developing doctrine was flawed. The problem continued to interest him and later, after he was commissioned and serving on the faculty of the Industrial College of the Armed Forces, he wrote his book Ideas and Weapons using the experience of the air arm to expound the need for a more systematic procedure for developing doctrine. Because the doctrinal materials gathered on World War II were still highly classified, he reverted to World War I to put across his thesis without violating security. The author's real concern was to contribute to the soon to be established US Air Force in the search for a more effective means of formulating doctrine. The essays that follow reflect how his ideas developed over the 30-odd years of my Air Force career. Inevitably there are some overlaps and repetitions given the origin of these essays as articles and lectures spread over many years. The main themes are evident. He repeatedly made the case for the importance of doctrine and the need to perfect the technological advances in equipment. He was concerned to see that doctrine was continually perfected in peacetime and not just in wartime when the pressure of enemy performance provides a powerful incentive to do this. Another theme repeatedly stated was the need for officers suitably educated to see the importance of doctrine and realize that doctrine is literally “everybody's business” and not just the concern of a handful of individuals assigned to the formal task of compiling doctrinal manuals. These people are important, but they cannot perform effectively if officers throughout the service fail to write after-action reports summarizing their valuable experiences, not just in air operations but in all aspects of the air arm activities, procurement, personnel administration, logistics, and legislative liaison. One can easily make the case that improving the ability of the Air Force to cope with Congress is just as important as suggesting the best possible doctrine for aerial combat. One can't just assume that every newly promoted flag officer will instinctively understand the best way of testifying on Capitol Hill. Much of the doctrinal problem within the Air Force stems from the professional education of officers. Unless they are rigorously educated to undertake the objective analysis of recorded historical experience, all the most carefully edited doctrinal manuals will avail little. One of the author's insistent themes is the need to make doctrinal manuals not only more readable but more memorable. To this end several of the following essays are addressed to those who are assigned as doctrinal writers.

Known collectively as the United States Colored Troops and organized in segregated regiments led by white officers, some of these soldiers guarded army posts along major rivers; others fought Confederate raiders to protect Union supply trains, and still others took part in major operations like the Siege of Petersburg and the Battle of Nashville. After the war, many of the black regiments took up posts in the former Confederacy to enforce federal Reconstruction policy. Freedom by the Sword tells the story of these soldiers' recruitment, organization, and service. Thanks to its broad focus on every theater of the war and its concentration on what black soldiers actually contributed to Union victory, this volume stands alone among histories of the U.S. Colored Troops.
