Book excerpt: Diversification of secondary school education by "vocationalizing" or "practicalizing" the curriculum has been a major component for the World Bank's education lending program. This review of Bank experience indicates that a clear understanding of the purposes of diversified secondary curricula is essential to successful achievement of project goals. The lessons learned included several outcomes. (A) Diversification was used successfully to meet quantitative needs for secondary level manpower and/or to supply students for further education. (B) Diversification schemes that aimed at improving school leavers' employment prospects had unsatisfactory outcomes. (C) There was no empirical indication of student attitude change towards labor, and in the majority of projects, students still preferred academic fields to vocational training. (C) Attempts to use diversification to improve the general quality or efficiency of education had uneven results and limited impact, often hindered by implementation problems. Finally, (e) serious questions were raised regarding the comparative cost-effectiveness of diversified secondary curricula.

Book excerpt: During the last decade many developing countries have "diversified" their curricula at the secondary school level by introducing prevocational subjects alongside the traditional academic ones. The most often stated rationale for such education reform is to widen students' choice of future careers and thus make the school system more relevant to the world of work. But in spite of the popularity of such educational innovation, no comprehensive studies or empirical evaluations have been made of the effects of curriculum diversification on national development. This study consequently reports the results of an evaluation of diversified secondary school systems in Colombia and Tanzania. The results indicate that relative to the schools offering only conventional curricula, the diversified schools recruit more students from poorer origins and they impart higher cognitive skills to their graduates. However, graduates of such schools often cost more to educate than those of control schools and despite their superior cognitive skills they do not find jobs more easily and do not earn more than the graduates of control schools.
