Book excerpt: Characterisation of the shallow subsurface has gained in importance as civil and geotechnical engineering and environmental applications have become more dependent on a precise definition of geomechanical and geohydrological properties. A better understanding of the subsurface conditions offers wide-ranging benefits to governments, industry and individual citizens. Subsurface geological modelling became an economic and technologic reality in the late 1980's, when competing 3-D geoscientific information systems were the subject of considerable research and evaluation, especially by the petroleum exploration industry. Investigations in the shallow subsurface impose additional requirements that have only recently become technically and economically achievable. The very shallow urban underground environment, where many infrastructure and utilities elements are located, presents the most difficult characterisation problems. Subsurface modelling techniques have matured, along with modern data base concepts. The evolution of the Internet and Web-browser technologies has expanded information transmission and dissemination capabilities. Subsurface models are being integrated with decision-support systems to provide predictions of technical and economic performance. Yet even the most sophisticated of these models leave some uncertainty in geologic interpretation. A variety of techniques for assessing uncertainty have been developed and are being evaluated.

Until now, however, little has been known about the wild pig on a national scale, despite its abundance and significance as both a pest and a game animal. Whereas previous studies have been regional in scope, Wild Pigs in the United States is the most comprehensive work available on wild pig history, current status, comparative morphology, and other subjects important to the species' management and control. The information in this volume relates to the country's three prevalent wild pig types: the introduced Eurasian wild boar, the feral (once domestic, now wild) hog, and hybrids of the two. The first section of the book presents a history of wild pigs in this country-their origins; when, where, and by whom they were first introduced; and their subsequent dispersal. John J. Mayer and I. Lehr Brisbin, Jr. then develop specific criteria, based on taxonomic principles, for differentiating between the wild pig types. Employing numerous illustrations, graphs, and tables, they analyze and compare morphometric and discrete characters of the skull, external body dimensions and proportions, coat colorations patterns, and hair structure and form. A report on the status of wild pig populations in the United States (as of 1991) completes the volume. To profile the present ranges, habitats, and morphotypic makeups of wild pigs, the authors conducted two national surveys--in 1981 and 1988--among private individuals and federal and state personnel. Their report is also based on other recent wild pig studies and additional information from survey respondents. Book excerpt: FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. The research, from both industrialized and developing countries, focuses on region-specific perspectives of climate change impacts on air pollution. After analyzing the variations of climate data over recent decades, the authors consider the different effects of climate change on air pollution and health. As stressed by the IPCC, “pollen, smoke and ozone levels are likely to increase in a warming world, affecting the health of residents of major cities. Rising temperatures will worsen air quality through a combination of more ozone in cities, bigger wild fires and worse pollen outbreaks,” according to a major UN climate report. The report follows the World Health Organization in finding that air pollution is the world’s greatest environmental health risk, killing 7 million people in 2014 (compared to 0.4 million deaths due to malaria). Deteriorating air quality will most affect the elderly, children, people with chronic ill-health and expectant mothers. Another report suggests that more than 5.5 million people die prematurely each year due to air pollution with over half of those deaths occurring in China and India. A study on the air pollution in the USA,suggests that more than half of US population lives in areas with potentially dangerous air pollution, and about six out of 10 of the top cities for air pollution in the USA are located in the state of California. In the face of future climate change, scientists have urged stronger emission controls to avoid worsening air pollution and the associated exacerbation of health problems, especially in more populated regions of the world. It is hoped that the implementation of the Paris Climate Agreement will help minimize air pollution. Additionally the authors consider the various measures that different countries and groups of countries, like the European Union, have adopted to mitigate the problems arising from climate change and to safeguard the health of population. The book examines the increasing incidence of diseases largely caused by climate change. The countries/regions covered in this study include the USA, Northern Europe (U.K).,Southern Europe ( Italy), Canada, Australia, East Asia, Russia, Hong Kong, Taiwan, Thailand, Malaysia, Indonesia, India, South Africa, Mexico, Brazil, Caribbean countries, and Argentina.
