Fiscal Conservatives talk about debt per capita. There is no such thing. Some households owe nothing and some owe quite a bit. Some see entitlements as our main problem. They are not, unless you are ducking your share of the debt. Many economists worry about the Debt to GDP ratio. It is not important. Others say we cannot tax our way out of debt. That is actually the only way. This study examines which households are entitled to a return on their investments, which break even and Who must eventually square accounts on behalf of their parents and grandparents. Some believe that we will never have to settle the debt. This is also wrong and the check is coming do. It is time to end dine and dash public finance.Managing this analysis is a long-term project because the debt is growing at a rate that is out of control. As I write this, the Federal Reserve is about to release the 2019 Survey of Consumer Finance, which may or may not change the analysis who owns what debt, as will another accounting of the size of the debt. In a year, the 2018 IRS Data Book will show the results of the TCJA on who owes what. Taxes on the top 4% went down. Who will pick up the slack?

The first three debt waves ended with financial crises in many emerging market and developing economies. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.
