Book excerpt: Given the impact that successive court rulings have had on the organisation of the sports movement in the past 15 years, the autonomy of non-governmental sports organisations has become a highly topical concern in Europe. It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.

Book excerpt: This study investigated sport's contribution to the employability of young NEETs in the context of the Europe 2020 strategy. Its aim was to identify the key components needed to effectively produce outcomes in sport for employability programmes. An in-depth investigation was conducted of 10 selected case study organisations in 8 different European Member States. A theoretical framework provided the basis for data collection and analysis. In total, 85 in-depth interviews in 4 different languages were conducted with programme designers, social workers, sport coaches, participants and former participants. Documents, field notes and follow-up interviews provided more understanding of the complexity of the workings of each case study organisation and their programme. A generic 'programme theory' for optimal sport for employability programmes was then developed which identified the key components, mechanisms, relationships and a presumed sequence of causes and effects. Because of its normative nature, the theory serves as a set of guiding principles and recommendations. It can be used as a robust basis for monitoring and evaluation of existing programmes, as well as to optimise design and implementation of future initiatives. Insights from this study also provided the basis for a number of policy recommendations.

Book excerpt: To benefit the European Union(EU) and its citizens, the EU has set education and training(ET) goals to be achieved by 2010 that will reflect the diversity of languages, cultures, and systems that are an inherent part of the identity of its countries and their regions. Diversity is valued, but need for cooperation and mobility in ET is growing. The open method of coordination has been defined as a way to enable mutual comparison and learning and limit risks inherent in change and reform. In the detailed work program, 3 identified strategic objectives are broken down into 13 objectives and 42 key issues that must be addressed to achieve them. Strategic objective (SO) 1 (improve quality and effectiveness of ET systems), has five objectives; SO 2 (facilitate access of all to ET systems) has three; and SO 3 (open up ET systems to the wider world) has five. For each objective, key issues are set out and an indicative list is provided of the instruments that will be used to foster and monitor progress. An integrated approach to policy development will be steered and monitored. (An appendix lists 16 key documents and web sites.)(YLB).

This is a paradox in view of the many studies showing that sport is one of the most effective ways of encouraging inclusion. One of the challenges concerns the training of sports and physical activity instructors and coaches.Technical and teaching knowledge need to be adapted to take account of disabled sport practice and persons with a disability. This observation led the Sport and Citizenship think tank to bring together a European work group on this subject. This work is the result of three years of discussions. It provides various points for consideration on the development of an appropriate training course which will help support and integrate persons with a disability in the best possible way.
