In the House of Commons, on the 28th of May, 1816: On a Motion for a Committee for Taking Into Consideration the State of the Poor Laws In this late period of the sessions, it is true, much pro gress cannot be expected to be made. Personal considem tions would have led me to postpone the measure, in order to have employed the interval in seeking more information: desirous, however, of complying with the earnestly expres sed wish of many respected individuals, and entertaining the hope, that the plan when made public may excite the atten tion of others, so as to aid the labours of the committee in the next sessions, I have determined now to propose it. I shall first shortly advert to the plans of those who have preceded me. Mr. Gilbert and Mr. East had each bes towed much time and attention on the subject: on their sug gestions some important alterations have been made. The merit of these I propose not to question -the radical de fects of the system were not to be cured by palliatives, how ever wisely imagined and, in fact, the evils resulting from the poor laws have since rapidly augmented. Poisoning the Minds of the Lower Orders ushers the reader into the politically lurid world of Regency England. Deftly weaving social and intellectual history, Herzog brings to life the social practices of the Enlightenment. In circulating libraries and Sunday schools, deferential subjects developed an avid taste for reading; in coffeehouses, alehouses, and debating societies, they boldly dared to argue about politics. Such conservatives as Edmund Burke gaped with horror, fearing that what radicals applauded as the rise of rationality was really popular stupidity or worse. Subjects, insisted conservatives, ought to defer to tradition--and be comforted by illusions.
