A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. A granular examination of each jurisdiction identifies how changing fiscal conditions have affected the delivery of public services and restructured public finances, highlighting the consequences such changes have had for public-sector workers and users of public services. Book excerpt: This volume explores some of the tensions and pressures of citizenship in Western liberal democracies. Citizenship has adopted many guises in the Western context, although historically citizenship is attached only to some variant of democracy. How democracy is configured is thus at the core of citizenship. Beginning in ancient Greece, citizenship is attached to the notion of a public sphere of deliberation, open only to a small number of males. Nonetheless, we take from these origins an understanding of citizenship that is attached to friendship, preservation of a distinct community, and adherence to law. These early conceptions of citizenship in the west have been dramatically altered in the modern context by the ascendancy of individual rights and equality, expanding the inclusiveness of definition of citizenship. The universality of rights claims has led to debate about the legitimacy of the nation state and questioning of borders. A further development in our understanding of citizenship, and one that has shifted citizenship studies considerably in the last few decades, is the backlash against the universalism of rights in the defense of cultural recognition within democratic polities. Multiculturalism as a broad spectrum of citizenship studies defends the autonomy and recognition of cultural, and sometimes religious, identity within an overarching scheme of rights and equality. This collection draws upon the many threads of citizenship in the Western tradition to consider how all of them are still extant, and contentious, in contemporary liberal democracy.

For this reason it is easy for outsiders to view Canada as a semi-Nordic continental utopia existing peacefully under a benign government that seeks only peace and harmony in the world. The reality is a more complicated story. That is the strength of this outstanding new book written by two young Polish scholars specializing in Canadian affairs. They have put together an impressively researched monograph that combines a detailed analysis outlining a rather basic premise: The world has changed dramatically since 1989 - and Canada has changed with it. In this well argued narrative they argue that in recent years Canada's foreign policy has becomeone primarily based on interests rather than the promotion of "untainted altruism" or stereotypical "Canadian values." They argue that since 1989 Canadian foreign policy has moved from the more modest aims of a "middle-power" to a more self-assertive role of a "selective power" pursuing more narrowly chosen priorities - and often based on "simple profit and loss calculations" that have clashed with Canada's traditional favorable image in the world - even if few outside of Canada seemed to notice.
