In September 2001, a Nordic project group was appointed to carry out a study, with representatives from the Prison and Probation Services and the educational authorities. The project was directed by the County Governor of Hordaland, Norway. According to this report, good cooperation between the Prison and Probation Services and other authorities is one of the key starting points for satisfying prisoners1 educational needs. The prison education offered today does not satisfactorily correspond to prisoners1 educational needs. It also only accounts for a small fraction of the cost of a place in prison. Increased investments in prison education would probably be of added value for society as a whole. The study also points out the importance of crime prevention both to prisons and to society in general.

This document contains three parallel reports, with each report organized in four sections. In each country's report, the first section provides background information about guidance services. The second, largest section describes the structure and staffing of professional guidance services. Information is included on guidance for various levels of schooling and for various populations. The third section of each country report establishes linkages between the various aspects of guidance, and the final section draws conclusions about the state of guidance in each country and makes recommendations for the future. Law and colleagues analyse the results of a pan-European survey, looking at how different services are delivered in different counties, at the cultural factors underpinning such services and the theoretical frameworks used to inform practice in different countries.
