The book examines this question through one of the most controversial examples of humanitarian intervention in the post Cold War period: the 1999 NATO intervention in Kosovo. Justifying Violence applies a critical theoretical approach to an interrogation of the communicative practices which underpin claims to legitimacy for the use of force by actors in international politics. Drawing on the theory of communicative ethics, the book develops an innovative conceptual framework which contributes a critical communicative dimension to the question of legitimacy that extends beyond the moral and legal approaches so often applied to the intervention in Kosovo. The empirical application of communicative ethics offers a provocative and nuanced account which contests conventional interpretations of the legitimacy of NATO’s intervention.

Stephen Brooks and William Wohlforth overturn conventional wisdom by showing that in a unipolar system, where the United States is dominant in the scales of world power, the constraints featured in international relations theory are generally inapplicable. In fact, the authors argue that the U.S. will not soon lose its leadership position; rather, it stands before a twenty-year window of opportunity for reshaping the international system. Although American primacy in the world is unprecedented, analysts routinely stress the limited utility of such preeminence. The authors examine arguments from each of the main international relations theories--realism, institutionalism, constructivism, and liberalism. They also cover the four established external constraints on U.S. security policy--international institutions, economic interdependence, legitimacy, and balancing. The prevailing view is that these external constraints conspire to undermine the value of U.S. primacy, greatly restricting the range of security policies the country can pursue. Brooks and Wohlforth show that, in actuality, the international environment does not tightly constrain U.S. security policy. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

Asking and debating about ‘why?’, however, is not the prerogative of scholars; social actors, endowed with thought, reflection and speech, do it too. While we all dance to the beat of genes, emotions, identities and habituated norms, we occasionally stop to ask ‘why?’ The social sciences have been long preoccupied with the ostensibly objective ‘why’ while sidelining the social, intersubjective ‘why?’ This book focuses on the latter, analysing the social actors’ search for justification in their public, political sphere. Justifications, broadly understood, are answers to why-questions given and debated by social actors. The chapters focus on public justifications. While the contributors do not submit that private encounters addressing why-questions do not matter, they choose to put public encounters addressing these questions under scrutiny. Given the ongoing telecommunications revolution, and new political practices associated with it, these public encounters become increasingly pertinent in our evolving political orders. Book excerpt: Critical Theory originated in the perception by a group of German Marxists after the First World War that the Marxist analysis of capitalism had become deficient both empirically and with regard to its consequences for emancipation, and much of their work has attempted to deepen and extend it in new circumstances. Yet much of this revision has been in the form of piecemeal modification. In his latest work, Habermas has returned to the study of capitalism, incorporating the distinctive modifications of the Frankfurt School into the foundations of the critique of capitalism. Drawing on both systems theory and phenomenological sociology as well as Marxism, the author distinguishes four levels of capitalist crisis - economic, rationality, legitimation, and motivational crises. In his analysis, all the Frankfurt focus on cultural, personality, and authority structures finds its place, but in a systematic framework. At the same time, in his sketch of communicative ethics as the highest stage in the internal logic of the evolution of ethical systems, the author hints at the source of a new political practice that incorporates the imperatives of evolutionary rationality.

Conventionally, hegemony has been perceived as a threat to international society. But how then is international order to be maintained, if this still requires a managerial role on the part of the great powers? IR theory has not taken that problem sufficiently seriously. This study makes a sharp distinction between primacy, denoting merely a form of material power, and hegemony, understood as a legitimate practice, and as giving rise to a form of social power. Adopting an English School approach, the author suggests hegemony be considered as one potential institution of international society, and hence as one possible mechanism of international order. The book reviews some relevant historical cases (the Concert of Europe, Pax Britannica and Pax Americana) and argues that, instead of one model of hegemony, these represent several different variants: importantly, each displays its own distinctive legitimacy dynamics. Once these are appreciated, they can help us identify the possible institutional forms of hegemony in contemporary international society. This is done through three cases, examining in turn US policy on the UN Security Council, in East Asia, and on climate change. The overall argument challenges the limited post-Cold War debate about primacy, and the equally simplistic projections about the future distribution of power to which it gives rise. In doing so, it offers a major re-thinking of the concept of hegemony in international relations.
