Book excerpt: In recent years, food studies scholarship has tended to focus on a number of increasingly abstract, largely unquestioned concepts with regard to how capital, markets and states organize and operate. This has led to a gulf between public policy and people’s realities with food as experienced in homes and on the streets. Through grounded case studies in seven Latin American countries, this book explores how development and social change in food and agriculture are fundamentally experiential, contingent and unpredictable. In viewing development in food as a socio-political-material experience, the authors find new objects, intersubjectivities and associations. These reveal a multiplicity of processes, effects and affects largely absent in current academic literature and public policy debates. In their attention to the contingency and creativity found in households, neighbourhoods and social networks, as well as at the borders of human–nonhuman experience, the book explores how people diversely meet their food needs and passions while confronting the region’s most pressing social, health and environmental concerns.

Book excerpt: Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America’s agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners. Nevertheless, public-private partnerships are not always the most appropriate mechanism by which to carry out R&D and foster innovation in agriculture. Sometimes, it is more efficient to organize research via participatory projects or through research contracts.

Each case study has tried to analyse one specific innovation and these innovations are specific arrangements built on public policies, business initiatives, collective/group action by small-scale producers, etc. that appear to have played a positive role in supporting greater inclusion. The studies aim to derive models, strategies and policy principles to guide public and private sector players in promoting greater participation of small-scale producers in dynamic markets.

Book excerpt: Agri-food production remains vital to the economies in Latin America and the Caribbean (LAC). Food systems are rapidly changing and are driven by income growth, (urban) population growth, shifts in dietary preferences, and agricultural productivity growth. Food systems are also under threat from disrupters like climate change and distorting policies (including trade wars). This paper makes two quantitative, forward-looking assessments for the future of food and agriculture in the LAC region. The first focuses on the long-term prospects - given projected pathways for the main drivers and under the threat of climate change. The second focuses on current vulnerability of LACs agri-food system to short-term disrupters with special reference to impacts of global trade wars and the prospects for reducing that vulnerability. The implications are not uniform across the countries in the region, but vary greatly depending on economic and demographic size, contribution of the agricultural sector to national GDP, natural resource endowments, ecological and climatic characteristics, level of sophistication of rural and agrarian institutions, available technology, farm-size distribution and tenure systems. Policy interventions to address the challenges will need to consider those differences in initial conditions. The foresight assessments are built on IFPRI’s core global model frameworks, IMPACT and MIRAGRODEP. They allow to capture the complexity of agri-food system development and the scenario analysis helps quantify the relative importance of the drivers and disruptors of food system change, which in turn should be of essential to policymakers in setting priorities for steering towards sustainable and stable food systems capable of meeting twenty-first century challenges.

Book excerpt: This publication-a joint effort by the International Food Policy Research Institute (IFPRI) and the Inter-American Institute for Cooperation on Agriculture (IICA)-is being released in the context of growing changes and fragmentation in global economic and trade relationships. Countries are increasingly adopting protectionist measures in response to recent crises and the decreased competitiveness of value chains, due to rising production, marketing and transportation costs. The complex multilateral trade system and the urgent need to implement concrete actions in this area are prompting countries to work towards the adoption of new standards that aim to protect and preserve the environment but could also become barriers to trade that impose a significant economic and social cost on other countries. The countries of the Americas must continue to support efforts to strengthen the multilateral trade system, ensuring that it is open, transparent and science-based, as well as to effectively participate in discussion forums such as the ministerial conferences of the World Trade Organization (WTO). Amidst this scenario, international trade plays a vital role in transforming food systems, by interconnecting them and contributing to creating a more sustainable global food system. In recent years, the growth of production and exports has converted Latin America and the Caribbean (LAC) into the largest net food exporting region in the world. On average, agrifood exports from the region in 2021-2023 accounted for 17% of global agrifood exports, representing one fourth of total exports from the region. During that period, LAC agrifood exports grew by 7.6%. Yet, it bears mentioning that, despite its important role, the region has its share of challenges. During 2023, 85% of LAC agrifood exports were directed at external markets and 53% of the value of exported agrifood exports was concentrated among only 10 products. This demonstrates the region’s significant vulnerability and is undoubtedly a challenge that must be addressed. This document is an inter-institutional effort to share ideas and reflections on the main issues to be tackled building on the 13th WTO Ministerial Conference. We hope that it will serve as input in strengthening the participation of the countries of the Americas in WTO multilateral negotiations, while also highlighting the key role of agricultural trade in agrifood system transformation.

Tariffs have been lifted, agricultural markets have been opened and privatized, land reform policies have been restricted or eliminated, and the perspective has shifted radically toward exportation rather than toward the goal of feeding local citizens. Examining the impact of these transformations, the contributors to Food for the Few: Neoliberal Globalism and Biotechnology in Latin America paint a somber portrait, describing local peasant farmers who have been made responsible for protecting impossibly vast areas of biodiversity, or are forced to specialize in one genetically modified crop, or who become low-wage workers within a capitalized farm complex. Using dozens of examples such as these, the deleterious consequences are surveyed from the perspectives of experts in diverse fields, including anthropology, economics, geography, political science, and sociology. From Kathy McAfee's "Exporting Crop Biotechnology: The Myth of Molecular Miracles," to Liz Fitting's "Importing Corn, Exporting Labor: The Neoliberal Corn Regime, GMOs, and the Erosion of Mexican Biodiversity," Food for the Few balances disturbing findings with hopeful assessments of emerging grassroots alternatives. Surveying not only the Latin American conditions that led to bankruptcy for countless farmers but also the North's practices, such as the heavy subsidies implemented to protect North American farmers, these essays represent a comprehensive, keenly informed response to a pivotal global crisis.
