In Homelands, Nadav G. Shelef develops a theory of what homelands are that acknowledges both their importance in domestic and international politics and their change over time. These changes, he argues, driven by domestic political competition and help explain the variation in whether partitions resolve conflict. Homelands also provides systematic, comparable data about the homeland status of lost territory over time that allow it to bridge the persistent gap between constructivist theories of nationalism and positivist empirical analyses of international relations.

After four decades of division, they contend, Germany is once again fully sovereign; without the strictures of bipolarity, its leaders are free to define and pursue national interests in East and West. Book excerpt: The fall of the West German government in 1982 ended the 13-year rule of the Social Democratic Party (SPD) as the senior coalition partner under Chancellors Willy Brandt and Helmut Schmidt. In perpetual opposition from 1949 to 1966, the Social Democrats finally entered the government as the junior coalition party in 1966; three years later they assumed primary responsibility for guiding the nation.
