Book excerpt: To guide the design of future agriculture and food value chain interventions, this paper combines two existing spatial food and nutrition security typologies and applies them to the eastern part of the Democratic Republic of the Congo (DRC). Apart from estimating absolute and relative inefficiencies along the food system from agricultural potential to nutrition, the integration of both typologies resulted in nine unique low efficiency profiles across the territories and major cities of the Greater Kivu region and Tanganyika. In addition to low utilization efficiency observed in some areas, most PICAGL intervention zones, especially Uvira and Kalemie, suffer from significant market constraints and therefore could substantially benefit from food value chain development. Although this paper relies on the most recent and spatially disaggregated data (which is a major improvement with respect to agricultural statistics of the country), the proposed typologies cannot uncover all bottlenecks hindering the development of agricultural value chains in the region.

Our approach is based on an amendable demarcation of areas within a four-indicator diagram, each of which represents a core dimension of food and nutrition security (FNS), which makes our typology conceptually sound, operationally flexible, and less data intensive. The derived typology is applied to rural territories of the Democratic Republic of the Congo (DRC). Despite a continuum of heterogenous development challenges across the country, the typology helped identify various clusters of territories which suffer mostly from production, access, and utilization constraints. Consequently, for the nine territories (out of 145) with the highest child stunting levels, we identified four broad intervention zones and studied the efficiency profile in more detail.

Book excerpt: The Food and Nutrition Security Resilience Programme (FNS-REPRO) is the first programme of the Food and Agriculture Organization of the United Nations (FAO) in Eastern Africa specifically designed to foster peace and food security at scale. FNS-REPRO employs a livelihood and resilience-based approach in some of the least stable regions, where interventions are normally exclusively of a humanitarian nature. Its design allows FAO and partners to set good examples of how to build food system resilience in protracted crises and strengthen cooperation across the humanitarian-development-peace nexus towards this end. This report provides the results of analyses conducted during FNS-REPRO’s inception phase in the Sudan, with the aim to inform its area-based interventions, thereby creating a common understanding of the context, and both the challenges and opportunities therein. The context analysis informs and co-creates design, approaches and operational responses, thereby also strengthening the FNS-REPRO learning agenda and evidence-based programming – focused on seed sector development. The publication provides a baseline for the four-year programme in the Sudan, together with the Resilience Baseline (RIMA) report.

[Author] The report draws on data collected from a panel and two rounds of surveys (baseline in 2020 and endline in 2023), collected from both intervention and non-intervention areas in the programme's target areas. [Author] This method of panel data collection provides the strongest evidence for attribution of a causal relationship between the implemented interventions and the effect on beneficiaries. [Author] Estimation of the household resilience capacity is done using the FAO RIMA-II tool. [Author] Among others, the analysis found that rescaled Resilience Capacity Index among the beneficiary households increased from 50 in baseline to 55 in endline. [Author] The overall RCI reported a significant positive impact, with a change of 3. [Author]95 points. [Author] The adaptive capacity and social safety net pillars reported the highest significant and positive impact, with a change of 4. [Author]7 and 4. [Author]9 points respectively. [Author] In addition, the project had a significant positive impact (11 percent) on the percentage of households reported to have used quality seeds and planting materials during the cropping season preceding the survey. Book excerpt: Addressing the intertwined challenges of low agricultural productivity, food insecurity and non-market participation by poor smallholder households is a complex undertaking that would require an integrated multidisciplinary approach and spatially integrated agriculture policies. However, many of the agricultural policies in LMICs are not usually sufficiently spatially integrated and are deficient in multi-level, multi-sectoral, and multi-actor integration. With the increasing embedding of agricultural production and food insecurity challenges in local spatial complexity, and, given the multidimensional nature of food security, agriculture policies should be spatially sensitive to the spatial variation of food insecurity and spatial heterogeneity of territorial resources. By mapping the spatial patterns of households’ food inequalities, policy planners can better understand the local causation of low agriculture productivity and food insecurity. This can enable policymakers and relevant stakeholders to spatially target deprived areas and develop appropriate, place-based intervention strategies and policies. Using Geographic Information Systems (GIS) and remote sensing technologies to map local spatial patterns of food insecurity offers important insights into the spatial disparities of the territorial dimension of food security and causes of agriculture productivity and poverty. With increasing recognition that place-specific features and territorial specificities strongly influence agriculture activities and food security outcomes, there is a need for place-specific policies and spatial-based interventions that are grounded in the local reality and informed by the local needs of smallholders. However, traditionally based “top-down” and sector-specific agriculture policies often designed at the national level, do not sufficiently take into account the spatial heterogeneity of territories. Book excerpt: Food systems in Eastern Equatoria State, South Sudan, are in dire crisis because of multiple shocks and stressors, persisting conflict and violence, climate change, and natural resource deterioration. However, building upon South Sudan’s National Food Systems Dialogue ample opportunities exist to build food systems resilience in EE through strengthening the capacity of people to produce and access nutritious and culturally acceptable food over time and space in the face of natural and/or man-made shocks and stressors. This report provides a rationale for building food systems resilience in South Sudan by introducing its concept and operationalisation (part 1 of this report), presenting the main findings of the food systems resilience dialogue that took place in EE State (part 2), and introducing the main pathways identified to build food systems resilience in the State (part 3). Food systems approaches are increasingly seen as a way forward to develop sustainable food systems in protracted food crisis as highlighted by the UN Food Systems Summit, the Global Network Against Food Crises and the Fighting Food Crises along the Nexus Coalition. It is therefore most opportune to act now by investing in an urgently needed transformation towards equitable, inclusive, and sustainable food systems for improved outcomes, in particular food and nutrition security in protracted food crises contexts. For South Sudan this means, in line with the outcomes of its National Food Systems Dialogue, to address four strategic challenges to transform the country’s food systems: 1) strengthening the resilience of food systems in face of current and future shocks and stressors; 2) developing food systems that contribute to social cohesion and peace; 3) ensuring that food systems are based on sustainable use and management of natural resources and produce healthier diets, and; 4) promoting sustainable food supply systems through inclusive value chains and agribusinesses with an eye on youth employment. Governance of food systems takes place at multiple levels and scales but transformation of local food systems will only succeed if communities, civil society organisations, small producers, farmers, and indigenous groups – with their local knowledge, and lived-in experiences – can shape how food is governed. The EE’s Food Systems Resilience Dialogue & Pathway Development (FoSReD-PaD) provides an approach to strengthen local governance of food systems for improved food systems resilience and outcomes. The State-Level Dialogue envisaged a total of nine pathways which together form a roadmap to transform EE’s food systems to become more resilient; better serve the needs of all stakeholders (in particular smallholder farmers/agri-pastoralists and herders); and improve food and nutrition outcomes for all.
