In Spain the southern - and by far bigger - part of Euskal Herria consists of the autonomous community Navarra and the autonomous community Basque Country ("Euskadi‟) with its three provinces Álava, Guipúzcoa and Vizcaya. Basque nationalists in Euskadi claim especially Navarra as part of their territory. The Basque conflict can be described as a nationalist struggle based on ethnicity which is particularly vital - and violent - in Euskadi. Nationalists in the Basque Country are claiming the right for self-determination and sovereignty in contrast to the Spanish government, which is reluctant to grant the Basques sovereignty. Attacks executed by the separatist terrorist group ETA, which have yet left more than 800 dead, are the violent excesses of the conflict. The case study pays special attention to the distinct features of the conflict by analysing the Basque society. As there has not yet been any progressed peace process, the hitherto existing efforts towards peace are being traced and those problems revealed (especially the issue of "spoiling‟) that prevented a sustainable peace process from getting kicked off. A glance into the future is then dared that takes into consideration recent political changes.

For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activity in October 2011. Its political surrogates remain as part of a resurgence of regional nationalism - in the Basque Country as in Catalonia - that is but one element of multiple crises confronting Spain. Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases. This book examines the processes of identity construction "from below" by means of new interpretative tools, such as the experience of landscape. This work, originally published in French, brings to an English-speaking audience a crucial issue in the modern history of the Basque Country, namely the cultural construction of a collective identity within the framework of a nation-state, such as Spain, confronted with multiple territorial identities. Approaching this question from the perspective of landscape provides new keys to understanding the processes of nation-building that occurred in Europe in the nineteenth and twentieth centuries.

Book excerpt: This paper investigates the economic effects of conflict, using the terrorist conflict in the Basque Country as a case study. Our analysis rests on two different strategies. First, we use a combination of other regions to construct a 'synthetic' control region which resembles many relevant economic characteristics of the Basque Country before the outset of political terrorism in the 1970's. The subsequent economic evolution of this 'counterfactual' Basque Country without terrorism is compared to the actual experience of the Basque Country. We find that, after the outbreak of terrorism, per capita GDP in the Basque Country declined about 10 percent points relative to the synthetic control region. Moreover, this gap seemed to widen in response to spikes in terrorist activity. The second part of this study uses the truce declared in September 1998 as a natural experiment to estimate the effects of the conflict. If the terrorist conflict was perceived to have a negative impact on the Basque economy, stocks of firms with a significant part of their business in the Basque Country should have shown a positive relative performance as the truce became credible, and a negative relative performance at the end of the cease-fire. We find evidence that is consistent with this conjecture using event study methods

In particular, the book shows how Basque nationalism operated upon the residents of the Basque country, divided by culture, loyalties, divergent economic and political aspirations and history, to create a new and exclusive political entity - the Basque nation. The main fieldwork was conducted during the two years surrounding the death of General Franco in 1975, a period of exceptional violence in the Basque country that marked Spain's transition from an authoritarian regime to a democratic one. Using a theoretical approach, the book provides an empirical analysis of one of Spain's most intractable political problems during a decisive period of Spanish history.
