The Obama Administration has embraced this mission, launching an ambitious space initiative that invests an additional $6 billion over five years in American ingenuity to propel us further on the journey of innovation and discovery. This initiative opens up opportunities for pioneers of industry and innovators pursuing transformative technology, and will create thousands of jobs in a new era of human spaceflight and exploration, both in the area of the Kennedy Space Center (KSC) in Florida, and nationwide. While these new opportunities will energize the space industry, decisions made over the past decade will still impact NASA and the Space Shuttle program in particular. Even with the Space Shuttle program's significant contributions to our nation's civil, national security, and commercial space endeavors, the last Administration decided to wind down the Shuttle program by 2010, after completion of the International Space Station (ISS) assembly and in preparation for follow-on exploration programs. Recent space policy determinations, while maintaining this general course of action, will delay and mitigate resulting job losses by extending Space Shuttle operations into 2011. Nonetheless, the termination of the Space Shuttle program will carry consequences for the workforce and economy of Florida's Space Coast and other communities across the country. It is with these consequences in mind that the Presidential Task Force on Space Industry Workforce and Economic Development (Task Force), in coordination with state and local government officials, economic development agencies, communities, and affected corporations and employees, has worked to assess the situation and develop a comprehensive and robust set of recommendations to ease workforce transitions and create jobs and enduring economic opportunity for the Space Coast.

Bush in 2004 sets NASA and the nation on a bold path to return to the Moon and one day put a human on Mars. The long-term endeavor represented by the VSE is, however, subject to the constraints imposed by annual funding. Given that the VSE may take tens of years to implement, a significant issue is whether NASA and the United States will have the workforce needed to achieve that vision. The issues range from short-term concerns about the current workforce's skills for overseeing the development of new spacecraft and launch vehicles for the VSE to long-term issues regarding the training, recruiting, and retaining of scientists and engineers in-house as well as in industry and academia. Asked to explore science and technology (S&T) workforce needs to achieve the nation's long-term space exploration, the Committee on Meeting the Workforce Needs for the National Vision for Space Exploration concluded that in the short term, NASA does not possess the requisite in-house personnel with the experience in human spaceflight systems development needed to implement the VSE. But the committee acknowledges that NASA is cognizant of this fact and has taken steps to correct it, primarily by seeking to recruit highly skilled personnel from outside NASA, including persons from industry and retirees. For the long term, NASA has to ask if it is attracting and developing the talent it will need to execute a mission to return to the Moon, and the agency must identify what it needs to do to attract and develop a world-class workforce to explore other worlds. A major challenge for NASA is reorienting its human spaceflight workforce from the operation of current vehicles to the development of new vehicles at least throughout the next decade, as well as starting operations with new rockets and new spacecraft. The committee emphasizes further that when evaluating its future workforce requirements, NASA has to consider not only programs for students, but also training opportunities for its current employees. NASA's training programs at the agency's various field centers, which are focused on NASA's civil service talent, require support to prevent the agency's internal skill base from withering. Furthermore, NASA faces the risk that, if it fails to nurture its own internal workforce, skilled personnel will be attracted to other government agencies and industry. Building a Better NASA Workforce: Meeting the Workforce Needs for the National Vision for Space Exploration explains the findings and recommendations of the committee.

While the title may appear to be specific to Economics and Space Development I have been sure to include the human element as well as consider environmental concerns. I feel out of necessity it is essential something be done to prevent our world economy from running the risk of falling into a depression. Whereby the middle class and the poor would see their positions decline, which is already happening to some extent. Politicians, business leaders, and economists appear to be in a tough position, with little room to manoeuvre, with respect to revitalising the world economy. As well, there may not have been much focus yet on developing new strategies to bring about economic recovery. Since the focus to date appears to be on regaining economic stability. I feel what I have to offer, which may not be the ultimate or only solution, may at the very least stimulate some thoughtful discussions on how to improve the economic stability and perhaps return to some economic growth. "Economic Prosperity and Space Development" is essentially about how we can improve our current world economic malaise by looking at Space Exploration and Development as a way to exploit our Solar Systems and the Galaxy's wealth. I have related the advent of man's expansion into the Galaxy in relation to the historical exploitation of the America's by European Nations and the resulting accumulation of wealth and generation of economic prosperity. I begin by documenting the poor economic situation the world is in. I have obtained and reported economic data from the IMF, the World Bank, Government Agencies, and recent News Reports. The main direction these reports take is that the National and City governments and their respective budgets appear to have debt risk especially in the current economic environment. As well many Industries are finding their markets lacking growth or their markets are at risk. I have also included a section on the environment which is bound to be detrimentally affected should the economy continue to falter. This at a time when we appear to be making some progress in waste processes at the city and industrial level. As to financing this proposed expansion into Space I detail in the book how the G20 community and the World Bank should set up long term financing along the lines of the various programs the World Bank is currently involved with. But , I imagine on a much larger scale. Due to scope of the financial outlay I also recommend the Space Development is organised along the lines of Economic Communities (EU , NA, AP , etc) rather just the individual Nation states. I provide examples of recent World Bank financed programs that have been implemented. Then finally I detail how our existence on earth is subject to catastrophic events. Asteroids, Climate change, changes in magnetic polar locations. While we hope that our existence on earth should be free from trouble for the next few thousand years at least. We just do not know when to expect the next occurrence. Having technologies developed that would allow the transport of a good portion of the populace and nature would help alleviate that risk.
