Book excerpt: As displayed over the last ten years of conflict, from Desert Storm to Kosovo, the military is more dependent upon space-based assets than ever before. Yet these assets, which perform communications, navigation, environmental, surveillance, and missile defense functions, are vulnerable to attack. While Space Control has traditionally remained a strategic function, it is clear that this mission area is important at the operational level. The Joint Force Commander's (JFC) staff must have the requisite expertise for maintaining assured access to space systems while, at the same time, denying the enemy the use of space. The existing organizational structure and doctrinal responsibilities at the operational level preclude the optimal methodology to fulfill Space Control mission requirements. Certain aspects of these critical mission areas, surveillance, protection, prevention, and negation, fall directly within the JFC's responsibility. Thus, the establishment of a Component Commander to perform this specific function will ensure continued space dominance by the United States' military.

Book excerpt: The Combined Joint Force Combatant Commander (CJFCC) relies on the ability to maintain information superiority across the spectrum of military operations. The availability of accurate and timely information, as well as the ability to rapidly exchange this information, represent key components enabling effective command and control of the battlespace. Since Operation DESERT STORM, the U.S. has relied on space-based systems to achieve information superiority and enhanced combat effectiveness. In order to meet demands for critical information flow during recent military operations (to include ALLIED FORCE, ENDURING FREEDOM and IRAQI FREEDOM), the U.S. has needed to extend beyond the capabilities of dedicated DoD and national space assets, relying on the commercial space sector to provide critical force enhancement functions. Underlying this reliance are three primary premises: first, the U.S. military force cannot meet all mission requirements without tapping into the additional resources provided by commercial space; second, commercial space will continue to provide force enhancement capabilities beyond those derived from dedicated DoD systems; and thirdly, the use of commercial space products and services often facilitates improved information sharing with coalition partners. In effect, commercial space assets fill a niche as an operational force enabler. For the combatant commander to fully leverage commercial space capabilities, the role of commercial space must continue to be defined. This will be achieved by combining U.S. national and DoD policy with Joint service doctrine, while continually applying operational lessons learned concerning the best uses of commercial space in support of the warfighter. This paper reviews the combatant commander's use of commercial space by analyzing a number of critical utility factors that must be considered when integrating commercial space into the operational battlespace.

Section 1, operating on this assumption, recommends capability-based requirements for deep space operations given a projected future operating environment.The second driving assumption underpinning this study is that improved movement and maneuver capabilities in deep space offer a wide array of benefits for the current National Security Enterprise, and for this reason alone demands attention in the form of disciplined investment. Furthermore, because the core functional capability required for deep space operations is in-space propulsion, the requirement necessitates a materiel solution.

Book excerpt: In March 2005 the first Space Weapons Officer Air and Space Integration Conference was held at Maxwell Air Force Base, Alabama, as a joint effort between Air Force Space Command (AFSPC) and Air Education and Training Command. As then- AFSPC commander Gen Lance Lord stated in the invitation to the cadre of space weapons officers (SWO):1 "We want to hear from the Space Weapons Officers on the best way to integrate space capabilities at the operational level of warfare. What do they think is the best way to do business? Differing views are okay. Articulate pros/cons and support with past experiences- what's worked, what hasn't." General Lord envisioned a regular event where SWOs would gather in the spirit of the Air Corps Tactical School to discuss, argue, and generate new ideas that could then be tested in war games and exercises for incorporation in doctrine, organization, strategy, tactics, and procedures. The authors of each chapter presented their ideas directly to General Lord and over a dozen general officers from around the Air Force. The entire cadre of space-officer graduates of the Air Force Weapons School at Nellis AFB, Nevada, was invited, and more than 60 attended. The SWOs presented their ideas not only to senior leadership but also to their colleagues and peers. In the Air University tradition of nonattribution, most of the ideas presented generated lively debate. In particular, a recurring theme of "normalizing" the presentation of space forces to the theater commander was greeted with approval from most SWOs, although some of the senior officers in attendance were not quite as enthusiastic. The chapters in Space Power Integration address issues across a spectrum of air- and space-integration topics at the operational level of war. Several studies argue that current space doctrine regarding organization and command relationships needs to be revised, with recommendations ranging from subtle modifications to paradigm-changing constructs. It is important to note that a major revision to Air Force Doctrine Document (AFDD) 2-2, Space Operations, was in process at the time of the conference and during the preparation of this book. As such, many of the fundamental arguments about organizing space forces to best support the theater joint force commander may have been addressed within doctrine. Doctrine does not and cannot provide extensive implementation guidance and direction; therefore, Space Power Integration provides some perspectives from space operators who have had direct responsibilities for integrating air and space power at the operational level of war.
