This report assesses the extent to which (1) the Department of the Air Force’s 2020 and 2021 Space C2 annual reports include and address the key elements that Congress outlined; and (2) the annual reports provide effective information for program oversight. GAO recommends that the Air Force include in its annual reports: (1) an explanation of significant changes from the previous report and (2) user perspectives on the operational benefits of program efforts.

The past three programs to attempt this have ended up significantly behind schedule and over budget. They also left key capabilities undelivered, meeting the easier requirements first and deferring more difficult work to subsequent programs. At the same time, the need for a consolidated space command and control capability has been growing. This report describes the status of these efforts and identifies challenges the Air Force faces in bringing them to fruition. GAO is making two recommendations, including that DOD should ensure the Air Force develops a comprehensive acquisition strategy for the Space C2 program.

Current Air Force doctrine, as delineated in Air Force Manual (AFM) 1-1, identifies the Joint Force Air Component Commander (JFACC) as being responsible for both air and space for the theater. This statement follows the Air Force notion that air and space are an indivisible medium of warfare. On the other hand, Joint Pub 3-14 states the Operations Directorate, J-3, on the supported commander's (the JFC's) staff functions in this role. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the Introduction, Chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in-charge and what planning processes were used. In Chapter 3, lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces' full potential. Since 1980, Air Force Systems Command has been upgrading its satellite command and control system, called the Command and Control Segment (CCS). The Chairman, Subcommittee on Strategic Forces and Nuclear Deterrence, Senate Committee on Armed Services, concerned about the program's shifting requirements, continuing schedule delays, technical problems, and increasing costs, asked GAO to review the Air Force's actions to complete the command and control system upgrade and turn it over to Air Force Space Command in 1993.

The collision, which was not the first recorded between two satellites in orbit-but the most recent and alarming-produced thousands of pieces of debris, only a small percentage of which could be tracked by sensors located around the world. In early 2007, China tested a kinetic anti-satellite weapon against one of its own satellites, which also generated substantial amounts of space debris. These collisions highlighted the importance of maintaining accurate knowledge, and the associated uncertainty, of the orbit of each object in space. These data are needed to predict close approaches of space objects and to compute the probability of collision so that owners/operators can decide whether or not to make a collision avoidance maneuver by a spacecraft with such capability. The space object catalog currently contains more than 20,000 objects, and when the planned space fence radar becomes operational this number is expected to exceed 100,000. A key task is to determine if objects might come closer to each other, an event known as "conjunction," and the probability that they might collide. The U.S. Air Force is the primary U.S. government organization tasked with maintaining the space object catalog and data on all space objects. This is a complicated task, involving collecting data from a multitude of different sensors-many of which were not specifically designed to track orbiting objects-and fusing the tracking data along with other data, such as data from atmospheric models, to provide predictions of where objects will be in the future. The Committee for the Assessment of the U.S. Air Force's Astrodynamic Standards collected data and heard from numerous people involved in developing and maintaining the current astrodynamics standards for the Air Force Space Command (AFSPC), as well as representatives of the user community, such as NASA and commercial satellite owners and operators. Preventing collisions of space objects, regardless of their ownership, is in the national security interested of the United States. Continuing Kepler's Quest makes recommendations to the AFSPC in order for it to create and expand research programs, design and develop hardware and software, as well as determine which organizations to work with to achieve its goals.
