Book Nuclear Blackmail and Nuclear Balance

Download or read book Nuclear Blackmail and Nuclear Balance written by Richard K. Betts and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: In numerous crises after World War II—Berlin, Korea, the Taiwan Straits, and the Middle East—the United States resorted to vague threats to use nuclear weapons in order to deter Soviet or Chinese military action. On a few occasions the Soviet Union also engaged in nuclear saber-ratling. Using declassified documents and other sources, this volume examines those crises and compares the decisionmaking processes of leaders who considered nuclear threats with the commonly accepted logic of nuclear deterrence and coercion. Rejecting standard explanations of our leader's logic in these cases, Betts suggests that U.S. presidents were neither consciously blufffing when they made nuclear threats, nor prepared to face the consequences if their threats failed. The author also challenges the myth that the 1950s was a golden age of low vulberability for the United Stateas and details how nuclear parity has, and has not, altered conditions that gave rise to nuclear blackmail in the past.

Download or read book Bombing to Win written by Robert A. Pape and published by Cornell University Press. This book was released on 2014-04-11 with total page 547 pages. Available in PDF, EPUB and Kindle. Book excerpt: From Iraq to Bosnia to North Korea, the first question in American foreign policy debates is increasingly: Can air power alone do the job? Robert A. Pape provides a systematic answer. Analyzing the results of over thirty air campaigns, including a detailed reconstruction of the Gulf War, he argues that the key to success is attacking the enemy's military strategy, not its economy, people, or leaders. Coercive air power can succeed, but not as cheaply as air enthusiasts would like to believe.Pape examines the air raids on Germany, Japan, Korea, Vietnam, and Iraq as well as those of Israel versus Egypt, providing details of bombing and governmental decision making. His detailed narratives of the strategic effectiveness of bombing range from the classical cases of World War II to an extraordinary reconstruction of airpower use in the Gulf War, based on recently declassified documents. In this now-classic work of the theory and practice of airpower and its political effects, Robert A. Pape helps military strategists and policy makers judge the purpose of various air strategies, and helps general readers understand the policy debates.

Book The Soviet View of U S Strategic Doctrine

Download or read book The Soviet View of U S Strategic Doctrine written by Jonathan Samuel Lockwood and published by Transaction Publishers. This book was released on 1983-01-01 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Soviet perceptions of American strategic doctrine have influenced then-use of military power in foreign policy. An understanding of how those perceptions are being derived at and of their specific contents is therefore essential to any reflection on direction that American defense policy should take. Particularly in the field of arms control and disarmament, Soviet perceptions carry severe implications for U.S. proposals as well as general behavior. Lockwood bases his examination on Soviet sources such as newspapers, periodicals, radio broadcasts, and books. He establishes that Soviet analysts tend to project their own notions of clear strategy onto U.S. doctrine and intentions. Starting from the premise that the Soviets mean what they say Lockwood is able to give a historical account of Soviet perceptions starting from "massive retaliation" up to and including Presidential Directive 59. In his final chapter, the author gives possible policy strategies to successfully counteract the Soviet military policy.

Available in PDF, EPUB and Kindle. Book excerpt: "When I go to sleep at night I try not to think about Berlin," said Dean Rusk; and in this first comprehensive reconstruction of that crucial period, Jack M. Schick demonstrates that Rusk's nightmare did not end for decades. He traces the East-West pattern of impatient negotiation followed by military posturing and pressuring. He sheds new light on Dulles' intellectualized diplomacy, Kennedy's cautiously balanced Berlin strategy, and Ulbricht's urgent gamble on the Berlin Wall. Against a detailed back ground of diplomatic verbiage and tension-ridden events he points up the blind convictions and dangerous misunderstandings on both sides that inevitably led to each incident in the continual crisis—and ultimately brought us to the impasse that remained "frozen in splendid ambiguity" for decades. Berlin's fragile armistice could have been shattered by the merest trifle. And the pattern of the early 1960s repeated itself, with East and West squaring off for new rounds of negotiation-posturing-pressure. The frightening lessons of the past, as Schick presents them, became vital warnings of the present, to a time when our ultimate survival could have depended upon our ability to heed these warnings.
