Book excerpt: In Home Rule Nandita Sharma traces the historical formation and political separation of Natives and Migrants from the nineteenth century to the present to theorize the portrayal of Migrants as “colonial invaders.” The imperial-state category of Native, initially a mark of colonized status, has been revitalized in what Sharma terms the Postcolonial New World Order of nation-states. Under postcolonial rule, claims to autochthony—being the Native “people of a place”—are mobilized to define true national belonging. Consequently, Migrants—the quintessential “people out of place”—increasingly face exclusion, expulsion, or even extermination. This turn to autochthony has led to a hardening of nationalism(s). Criteria for political membership have shrunk, immigration controls have intensified, all while practices of expropriation and exploitation have expanded. Such politics exemplify the postcolonial politics of national sovereignty, a politics that Sharma sees as containing our dreams of decolonization. Home Rule rejects nationalisms and calls for the dissolution of the ruling categories of Native and Migrant so we can build a common, worldly place where our fundamental liberty to stay and move is realized.

Hills analyzes power relations within the arena of global communications from the inception of the telegraph through the successive technologies of submarine telegraph cables, ship-to-shore wireless, broadcast radio, shortwave wireless, the telephone, and movies with sound. As she shows, global communication began to overtake transportation as an economic, political, and social force after the inception of the telegraph, which shifted communications from national to international. From that point on, information was a commodity and ownership of the communications infrastructure became valuable as the means of distributing information. The struggle for control of that infrastructure occurred in part because British control of communications hindered the growing economic power of the United States. Hills outlines the technological advancements and regulations that allowed the United States to challenge British hegemony and enter the global communications market. She demonstrates that control of global communication was part of a complex web of relations between and within the government and corporations of Britain and the United States. Detailing the interplay between American federal regulation and economic power, Hills shows how these forces shaped communications technologies and illuminates the contemporary systems of power in global communications.

States have changed greatly in the last four hundred years, but interstitial fighters have changed far less, and the same can be said of the recurring styles in which their powerful patrons employ them to go where those patrons cannot. By charting these continuities, the author shows how a deeper awareness of interstitial war not only clarifies much concerning our contemporary world at war, but also provides a clear path forward in legal, military, and scholarly terms.

Presenting the concept of ‘civilised sovereignty’, Mathieu reveals the interplay between the domestic and external claims to sovereignty, and offers a dynamic analysis of the theory and practice of the concept. Based on extensive archival research, this book provides an in-depth intellectual picture of the theory and practice of sovereignty in early modern France by focusing on the discourses deployed by French political theorists. Mathieu applies performativity in order to denaturalise these discourses of statehood and reveals how the domestic and international constructions of sovereignty feed into one another and equally rely on appeals to civilisation and savagery. Overall, the book questions the ‘myth of sovereignty as equality’ and reflects on the persistence of this association despite the overwhelming empirical evidence that it institutes international hierarchies and inequalities.
