Book excerpt: This book provides a sweeping overview of East Asian international relations in history from the nineteenth century onwards, with a focus on Korea and its relationship with East Asia and the USA. In contrast with many books which concentrate exclusively on the twentieth century, this book offers a long-term perspective on modernity and modernization in East Asia. It addresses the tributary system, the Meiji Restoration, Japanese imperialism in East Asia, and the Cold War in East Asia. It also incorporates the First and Second Indochina Wars from Vietnam's perspective and expands the geographical scope of East Asia beyond the traditional framework of Korea, Japan, and China. The book begins with the tributary system as a starting point of East Asian modernity in contrast to the old view that the tributary system was not a "modern" system. It rejects the idea that Japan was modernizing while Korea remained stagnant and shows why Japanese colonialism continues to be controversial and problematic. Through the book's emphasis on Vietnam's perspective of the Indochina Wars, it places much value on nationalism, anti-imperialism, and decolonization as forces of modernity and modernization. Relevant to scholars and students in history, international relations, and East Asian studies more broadly, the book brings with it a novel, fresh and innovative approach to East Asian history.

Kang’s China Rising, which is a fine example of an author making use of creative thinking skills to reach a conclusion that flies in the face of traditional thinking. The conventional view that the book opposed, known in international relations as ‘realism,’ was that the rise of any new global power results in global or regional instability. As such, China’s development as a world economic powerhouse worried mainstream western geopolitical scholars, whose concerns were based on the realist assumption that individual countries will inevitably compete for dominance. Evaluating these arguments, and finding both their relevance and adequacy wanting, Kang instead turned traditional thinking on its head by looking at Asian history without preconceptions, and with analytical open-mindedness. Producing several novel explanations for existing evidence, Kang concludes that China’s neighbors do not want to compete with it in the way that realist interpretations predict. Rather than creating instability by jockeying for position, he argues, surrounding countries are happy for China to be acknowledged as a leader, believing that its dominant position will stabilize Asia, and give the whole region more of a hand in international relations. Though critics have taken issue with Kang’s conclusions, his paradigm-shifting approach is nevertheless an excellent example of developing fresh new conclusions through creative thinking.

They examine China, Japan, Korea and Taiwan, which occupy one of the most volatile regions in the world today. Each of them harbors an historical grievance dating back half a century or more which limits its full or effective sovereignty. China seeks to recover Taiwan; Taiwan presses for de jure recognition of its de facto autonomy. Neither of the two Koreas is satisfied to remain separated from the other indefinitely, and Japan is divided over constitutional limits on the sovereign right to wage war. Each of these historical grievances is structured into the politics of the region and into its international relations. They are also embedded in popular memories that periodically spark pride, shame, and resentment – whether over a rocky outcrop, a history textbook, or an alleged US intervention on a sensitive issue of national sovereignty. Everyday struggles for dignity and equality, the contributors argue, should not be overlooked in any search for explanations of nationalist pride and resentment.

I argue that Japanese and Korean leaders have historically sought to generate political legitimacy through alternative state-strengthening strategies, integration or insulation, vis-à-vis the region's dominant power in the context of regional hierarchy. These varying ideas on achieving greater international status have remained an integral part of domestic security debates in Japan and Korea, which I refer to in this study as the framework of sovereign-nationalism. Through comparative case studies, I show evidence of varying but enduring patterns of hierarchical interaction and domestic legitimacy politics by examining Japanese and Korean security relations with China in the traditional East Asian order and with the United States in the post-1945 regional alliance system. In addition, I identify the mechanisms through which these ideas and practices of statestrengthening are reproduced and translated into political outcomes: framing through issue linkages and rhetorical entrapment.

East Asia’s rise inevitably focuses attention on the issue of China’s emergence as a regional and global power. Such a prospect challenges the current status quo, in which the region is dominated by the USA and its regional allies, and issues in Sino-US strategic relations have raised global awareness of the need to understand this pivotal region better. In addition, the Taiwan issue continues to evoke nationalist sentiments in China, and North Korea continues to threaten regional stability. Non-traditional (or alternative) security issues are also of major importance in the region, including natural disasters and epidemics, as well as challenges relating to human rights and governance, transnational crime, demographic issues, economics and trade and regionalism. This Handbook aims to offer an insight into these issues. The volume is divided into two main sections. The first, International Relations and Security Perspectives, will focus on the international relations of the region, paying special attention to the key state players. The chapter contributions will examine the security perspectives, and foreign and defence policies of these states, as well as key bilateral relationships. The second section will examine key Regional Non-traditional Security Issues, including globalization, transnational health challenges, population growth and the environment.

Challenging existing works that have presented the expansion of (European) International Society as a progressive, linear process, this book contends that imperialism – along with an ideology premised on ‘civilising’ ‘barbarous’ peoples – played a central role in its historic development. Considering how these elements of International Society affected China and Japan’s entry into it, Shogo Suzuki contends that such states envisaged a Janus-faced International Society, which simultaneously aimed for cooperative relations among its ‘civilized’ members and for the introduction of ‘civilization’ towards non-European polities, often by coercive means. By examining the complex process by which China and Japan engaged with this dualism, this book highlights a darker side of China and Japan’s socialization into International Society which previous studies have failed to acknowledge. Drawing on Chinese and Japanese primary sources seldom utilized in International Relations, this book makes a compelling case for revising our understandings of International Society and its expansion.
