Book excerpt: At a time when populism and appeal for national and popular sovereignty are on the rise – in Europe, the USA, and beyond – this volume proposes a new research agenda in political science that focuses on the linkages between populist and sovereignism in Europe. The book’s core question is to know and describe whether, how, and to what extent populism has been able to articulate the calls for ‘taking back control’ of the national borders and authority, by looking at both the ‘demand’ and ‘supply’ sides. Through compelling empirical analyses, the authors offer fresh data and theoretical insights on the determinants of the support for sovereigntist claims and its impact on voting choices, as well as on the features of the sovereignist discourse in populist parties. Coupled with the growing electoral success of party-based populism, sovereignism actually poses challenges to the ongoing processes of supranational integration. This urges a timely rethinking of democratic politics and calls for far-sighted alternatives to ‘taking back control’ to address the impact of globalisation and regionalisation on contemporary societies. The chapters in this book were originally published as a special issue of the journal, European Politics and Society.

It looks specifically at how rightist and leftist parties articulate populist discourses with representations and problematizations of Europe and the EU by examining the left-wing Podemos in Spain, and the right-wing Alternative für Deutschland (AfD) in Germany. It argues that radical parties also build their Euroscepticism on other hegemonic discourses and populism is only one possible discursive articulation to mobilize the contestation of the EU. It examines whether populism discourses may serve (or not) as a stimulus for EU contestation, and as such shows the implications that this may have for the persistence of Euroscepticism in Western European democracies. The ruling classes in France are reaching a dangerous stage, he argues; without the stability of a growing economy, the hope for those excluded from growth is extinguished, undermining the legitimacy of a multicultural nation.

Why, then, do populist governments continue to engage in regional and international institutions? This Element unpacks the counter-intuitive inclination towards institutional cooperation in populist foreign policy and discusses its implications for the LIO. Straddling Western and non-Western contexts, it compares the regional cooperation strategies of populist leaders from three continents: Hungarian Prime Minister Viktor Orbán, former Venezuelan President Hugo Chávez, and Philippine President Rodrigo Duterte. The study identifies an emerging populist 'script' of regional cooperation based on notions of popular sovereignty. By embedding regional cooperation in their political strategies, populist leaders are able to contest the LIO and established international organisations without having to revert to unilateral nationalism.

In Me the People, Nadia Urbinati argues that populism should be regarded as a new form of representative government, one based on a direct relationship between the leader and those the leader defines as the “good” or “right” people. Populist leaders claim to speak to and for the people without the need for intermediaries—in particular, political parties and independent media—whom they blame for betraying the interests of the ordinary many.
