Book excerpt: Exploring the formation, evolution and effectiveness of the regional security arrangements of the Southern African Development Community (SADC), Nathan examines a number of vital and troubling questions: * why has SADC struggled to establish a viable security regime? * why has it been unable to engage in successful peacemaking?, and * why has it defied the optimistic prognosis in the early 1990s that it would build a security community in Southern Africa? He argues that the answers to these questions lie in the absence of common values among member states, the weakness of these states and their unwillingness to surrender sovereignty to the regional organization. Paradoxically, the challenge of building a co-operative security regime lies more at the national level than at the regional level. The author's perspective is based on a unique mix of insider access, analytical rigour and accessible theory.

The unprecedented perspective which presents the mezzogiorno as a place where people arrive, and not only as a place of departure, constitutes a major change in the collective imaginary on the region and fosters new engagements with its migratory histories. This book presents one of the first studies to focus entirely, through in-depth readings of a range of contemporary literary and cinematic texts, on the representation of contemporary migration to southern Italy, and on the concomitant changes in the tradition of representation of the region. Informed by translation theory, and by decolonial, queer and feminist critique, this innovative study zeroes in on the mutual construction of race, gender and sexuality, and on the translation and hybridization of languages and cultures at the southern border. By giving a rich and compelling account of texts which tell multiple stories of mobility from, to and through the South, this book traces the emergence of a transnational imaginary of the mezzogiorno which offers useful tools for an urgent reconfiguration of collective and individual identities.

Unlike authors such as Horowitz and Lijphart, who have sought to prescribe an ideal set of post-apartheid political institutions, Sisk asks what kinds of institutions show signs of actually emerging, given recent history and present realities. He treats the problem of constructing a democratic post-apartheid society in South Africa as part of a larger condition common to societies deeply divided by ethnic, religious, racial, or national discord. Though its profound cleavages of race and class make it a "least likely" candidate for conflict resolution through democratization, Sisk argues that the centripetal pull on moderate politicians of all parties was greater than the seemingly natural polarizing trend in a divided society. This centripetal pull led to the adoption of an interim constitution in 1993 after protracted negotiations. An American Fulbright scholar sent to South Africa after the end of the 21-year rupture of official scholarly exchanges between the two countries, Sisk analyzes the changes in the strategic calculations of the white minority government, the black liberation movement, and other parties over the course of negotiations since 1990. He concludes that intermittent upsurges of violence often reinforced, rather than reduced, the incentives of leaders on both sides to negotiate a settlement that would avoid mutually damaging outcomes. Drawing on extensive interviews with political figures, as well as other primary and secondary sources, Sisk finds reason for hope that a democratic social contract can evolve, balancing majority rule with minority representation and guaranteeing equal economic opportunity and social justice. Book excerpt: Covering the late colonial age to World War I and beyond, this collection of essays places the economic history of the American South in an international light by establishing useful comparisons with the larger Atlantic and world economy. In an attempt to dispel long-lasting myths about the South, the essays analyze the economic evolution of the South since the slave era. From this perspective, the conception of a backward, wholly agricultural antebellum South occupied only by wealthy planters, poor whites, and contented slaves has finally given way to one of economic and social dynamism as well as regional prosperity. In a coherent and cohesive progression of subjects, these essays show that the South had been deeply enmeshed in the Atlantic economy since the colonial period and, after the Civil War, retained distinctive needs that caused increasing departure from the course northerners adopted on matters of political economy. This comparative approach also helps explain the motivations behind the political choices made by the South as an eminently export-oriented region. This book shows that the South was not slower to develop with respect to industrialization than either the majority of the northern states, especially in the West, or the countries of Western Europe. In fact, the apparently disappointing performance of the New South's economy appears to be the result of more pervasive and largely uncontrollable trends that affected the national as well as the international economy. Global Perspectives on Industrial Transformation in the American South makes an important contribution to the economic history of the South and to recent efforts to place American history in a more international context.
