Book excerpt: The aim of the Southeastern Michigan Wastewater Management Survey Scope Study is to develop long-range wastewater management plans for Southeastern Michigan. These plans would complement the water quality plans of the State of Michigan and thus assist in meeting the planning requirements of the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). To reach this aim the needs and objectives related to water pollution problems in Southeastern Michigan were defined, treatment systems and related components were designed, alternative plans were formulated, and the impacts of these alternative plans were assessed and evaluated based on technical, economical, institutional, aesthetic, ecological, and social considerations. This appendix does not document the total coordination and proceedings by the Detroit District with other interested and participating governmental agencies during the conduct of the study. That coordination was accomplished principally through the Coordinating Committee which consisted of representatives of Federal, State of Michigan, Regional, and Local governments and an organized citizens group. In addition to the Committee meetings held throughout the study period, frequent communications with those specific agencies were made. Briefings and workshops were also conducted with city and county governmental agencies of the region. The Public Participation Appendix chronicles and documents those meetings. (Author).

Book excerpt: Evaluation is basically a decision making tool which allows for consideration of factors not considered in engineering design. A comprehensive evaluation would include not only an evaluation of the ability of a system to achieve its primary goals but also an evaluation of the effect that the system would have on the surrounding area and how that system would contribute to local, regional and national objectives. Consideration of such factors as economic, social, ecological, aesthetic and hygienic impacts would be useful in anticipating problems which could arise due to implementation of a plan. Early diagnosis of problem areas would thus allow design changes prior to implementation of a plan. The evaluation would finally be used to narrow the range of plans and ultimately to select the plan which in the judgment of the decision makers contributes the most to local, regional and national objectives. Book excerpt: This report investigates technical design and cost considerations involved in the development of wastewater management alternatives for municipal, industrial, and stormwater discharges to the surface waters of Southeastern Michigan. Treatment technology choices, alternative system components, and the design and cost of total alternative systems are presented. Treatment technology choices are limited by strict design criteria which requires the highest water quality levels attainable by existing technology. The systems which have been developed for this purpose include Advanced Waste Treatment, Independent Physical-Chemical Treatment, and Land Treatment. Alternative system components were developed from three alternatives which were based on the total use of one of the three technology choices. Alternative components resulted when systems serving individual subareas were compared. The combination of subareas, each with a potentially different technological choice, resulted in the formation of multiple technology systems. The final design of multiple technology systems optimized on an engineering economic cost effective basis resulted in the formation of some of the alternatives. Other alternatives resulted from choices which were based on minor technical changes but which had little affect on the overall cost or water quality of the system. Some of the alternative systems considered were based on broader regional water resources management considerations such as social well being or institutional arrangements.

Book excerpt: In line with the directives concerning public participation in Corps water resource projects and especially in regard to those applying to wastewater management studies, the purpose of the Detroit District has been twofold: to inform the public of the objectives, the process and the progress of the Southeastern Michigan Wastewater Management study, and to seek public response in terms of the concerns of citizens, their reactions and suggestions. At the outset, the District Staff was at least partially alert to the fact that public awareness of the problems of wastewater management was imperative to public participation in the process of resolving these problems. There was also a feeling that public awareness and attitudes influence-or make an impact-on decision-makers, that is, those elected officials and administrators that are involved in wastewater management. And finally, there was some recognition within the District Staff that public involvement in the planning process stimulates and furthers a concern for implementation by authorities of the plans that result. Though the emphasis varied during the three series of public meetings during 1972, and the final series of meetings in December 1973, the general purpose as expressed above dominated these meetings. At times, the information content of the meetings ranked high, at other times public reaction and comment was the major characteristic.

Book excerpt: The project area for subject program is situated along the southeast rim of the Michigan Basin - a structural basin comprised of Paleozoic rock formations which outcrop beneath the soil overburden as concentric bands of varying widths. Thus, in the project area, the rock formations have a regional trend (strike) that is generally northeast-southwest and an inclination (dip) to the northwest. Inclination of the strata is at its maximum in a direction perpendicular to the strike (true dip), and progressively decreases in amount as the direction of inclination approaches the strike of the beds (apparent dip). Regional inclination is generally less than 40 feet per mile except where localized rock structures are present. Where tunnel routes are at some angle to the regional strike, different rock formations will be encountered as tunneling progresses. Tunnel routes parallel to the regional strike would, in theory, remain in the same formation throughout. However, it is not unusual for local rock structures, previously mentioned, to have orientations at right angles, or nearly so, to the regional strike. Local rock structures (folds, faults) do exist within the limits of the project area resulting in local variations in strike and dip.
