Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of ‘sharing the burden’ in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining ‘the South’ and of conceptualising and engaging with ‘South-South relations.’ Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years. The book covers key models of cooperation (including internationalism, Pan-Arabism and Pan-Africanism), diverse modes of South-South connection, exchange and support (including South-South aid, transnational activism, and migration), and responses to displacement, violence and conflict (including Southern-led humanitarianism, peace-building and conflict resolution). In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. What kind of theoretical approaches and conceptual tools do we need to best answer such questions? To what extent do new groupings such as BRICS suggest a real alternative to the dominance of the West and of the neoliberal economic globalization paradigm? [NP] This work directly engages with the ‘new developmentalism’ literature that has challenged the neoliberal orthodoxy and its policy approach, which focuses on liberalization, privatization, and deregulation. It also engages with literature by examining whether the increase in South–South trade facilitates or inhibits the possibilities for developmentalist economic policy in developing countries. The book shows concrete and positive results from South–South trade particularly related to industrial development and also documents how South–South trade is dominated by large developing countries and that South–South trade liberalization may be counterproductive.

Book excerpt: Two prominent features of the current global economy are the world-wide recession brought about by the recent financial crisis, and the emergence of major economic powers from within the developing world such as Brazil, China and India. The former represents the failure of global regulatory policies and macroeconomic imbalances between surplus and deficit countries; the latter is symptomatic of a partial shift in economic power towards developing nations, who are often collectively labelled the global South. The macroeconomic imbalances are unsustainable in the longer run as they mean greater absorption relative to income in deficit nations; they require corrective action and international policy coordination. Reducing imbalances also requires large developing countries to raise their domestic consumption and also imports from the rest of the world and international financial institutions to operate as a lender of last resort. Furthermore, the engines of global growth, especially for developing countries, may no longer lie solely in the traditional developed country markets in the USA, Europe and Japan, known collectively as the global North. Rather South-South trade is growing rapidly, and that could be an engine of growth for the global economy, including both developed and developing countries. The various chapters in this edited volume address issues surrounding global imbalances and the prospects for growth in developing countries propelled by South-South interaction. This book should be of interest to students and researchers focussing on political economics, international economics, globalization, global imbalance and the world-wide recession after 2008.

Mark Twain and the South was the first book on this major yet largely ignored aspect of the private life of Samuel Clemens and one of the major themes in his writing from 1863 until his death. Arthur G. Pettit clearly demonstrates that Mark Twain's feelings on race and region moved in an intelligible direction from the white Southern point of view he was exposed to in his youth to self-censorship, disillusionment, and, ultimately, a deeply pessimistic and sardonic outlook in which the dream of racial brotherhood was forever dead. Approaching his subject as a historian with a deep appreciation for literature, he bases his study on a wide variety of Mark Twain's published and unpublished works, including his notebooks, scrapbooks, and letters. An interesting feature of this illuminating work is an examination of Clemens's relations with the only two black men he knew well in his adult years.
