Book excerpt: Since 2009 there has been a fundamental shift in the way that the Pacific Island states engage with regional and world politics. The region has experienced, what Kiribati President Anote Tong has aptly called, a ‘paradigm shift’ in ideas about how Pacific diplomacy should be organised, and on what principles it should operate. Many leaders have called for a heightened Pacific voice in global affairs and a new commitment to establishing Pacific Island control of this diplomatic process. This change in thinking has been expressed in the establishment of new channels and arenas for Pacific diplomacy at the regional and global levels and new ways of connecting the two levels through active use of intermediate diplomatic associations. The New Pacific Diplomacy brings together a range of analyses and perspectives on these dramatic new developments in Pacific diplomacy at sub-regional, regional and global levels, and in the key sectors of global negotiation for Pacific states – fisheries, climate change, decolonisation, and trade.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history -- and problematic future -- of several of Australias key neighbours in the Pacific and to the priorities and options of the European country that still rules them. Book excerpt: Pacific Island Countries have been shown to be especially vulnerable to such external influences as natural disasters, political unrest and downturns in the global economy and their tourism industries have been notably affected. In particular, they typically have a narrow resource base and a fragile and often vulnerable natural environment. While there is some research on islands and small states, there is a dearth of information on the South Pacific and very little research is being undertaken in the region compared to other geographical regions in the world. This volume brings together current work in Pacific Island tourism. In this collection, three main themes arise: Images of the South Pacific; Socio-economic Impacts of Tourism; and Pacific Island Countries and the Outside World. The first focus is on the question of image, namely, stereotypes of a destination held by tourists and potential tourists, the extent to which residents, for their part, really welcome visitors, and the role tourism might play in changing pre-established images. The second theme is tourism's impacts, notably the economic and socio-cultural effects of international tourism's intrusion in the region which, though often hotly debated, have attracted relatively little empirical research. The third focus is on the challenges of how PICs articulate with their external geo-political and physical environment. These involve existing relations with formal colonial centres, geographical isolation, the need for greater air access to the outside world and for more tourists, and the continuing threat to several PICs of global warming, which increased air travel will inevitably exacerbate. This text will be of interest to tourism students, researchers and academics in the fields of tourism, development studies and cultural studies.

Book excerpt: While popular movements in South Korea rightly grab the headlines for forcing political change and holding leaders to account, those movements are only part of the story of the construction and practice of democracy. In Top-Down Democracy in South Korea, Erik Mobrand documents another part – the elite-led design and management of electoral and party institutions. Even as the country left authoritarian rule behind, elites have responded to freer and fairer elections by entrenching rather than abandoning exclusionary practices and forms of party organization. Exploring South Korea’s political development from 1945 through the end of dictatorship in the 1980s and into the twenty-first century, Mobrand challenges the view that the origins of the postauthoritarian political system lie in a series of popular movements that eventually undid repression. He argues that we should think about democratization not as the establishment of an entirely new system, but as the subtle blending of new formal rules with earlier authority structures, political institutions, and legitimizing norms.

Furthermore, the authors complement the surveys with a textual analysis of the academic publications in China’s top five IR journals.
