It gathers 47 international scholars and researchers from the region. They stand back from the premodern claims and recent controversies stirred by the wars of Yugoslavia’s dissolution. Parts I and II explore shifting early modern divisions among three empires to the national movements and independent states that intruded with Great Power intervention on Ottoman and Habsburg territory in the nineteenth century. Part III traces a full decade of war centered on the First World War, with forced migrations rivalling the great loss of life. Part IV addresses the interwar promise and the later authoritarian politics of five newly independent states: Albania, Bulgaria, Greece, Romania, and Yugoslavia. Separate attention is paid in Part V to the spread of European economic and social features that had begun in the nineteenth century. The Second World War again cost the region dearly in death and destruction and, as noted in Part VI, in interethnic violence. A final set of chapters in Part VII examines postwar and Cold War experiences that varied among the four Communist regimes as well as for non-Communist Greece. Lastly, a brief Epilogue takes the narrative past 1989 into the uncertainties that persist in Yugoslavia’s successor states and its neighbors. Providing fresh analysis from recent scholarship, the brief and accessible chapters of the Handbook address the general reader as well as students and scholars. First, the transition from the Stability Pact to the Regional Cooperation Council (RCC) will become effective with the establishment of the RCC and its Secretariat in Sarajevo, indicating a major evolution towards more regional ownership. Secondly, the renewed and reframed Central European Free Trade Agreement (CEFTA), or CEFTA 2006, will officially enter into force for all parties. Third, the Slovenian European Union presidency will endeavor to reaffirm the 2003 EU Thessaloniki Agenda, and work towards the completion of the network of Stabilization and Association Agreements and the enhancement of regional cooperation in several areas. This book addresses the challenges and prospects of regional cooperation in SEE by considering the increased diversity in the region, the new divisions and contradictions induced by the latest round of EU enlargement, the coexistence of numerous cooperation programs, and the still unresolved hard security issues. The book also discusses why SEE countries should embrace the process of wider regional cooperation that goes beyond too-narrowly conceived regional frameworks. A pan-European approach links SEE with countries in the Black Sea region, the Caucasus, Central Europe, and the Mediterranean basin. Upgraded and broadened regional cooperation in SEE would not interfere with, but rather complement and reinforce, EU integration and the European Neighborhood Policy (ENP), requiring both innovative thinking and the careful recalibration of previous regional initiatives.

Book excerpt: Knowledge of the origin and spread of farming has been revolutionised in recent years by the application of new scientific techniques, especially the analysis of ancient DNA from human genomes. In this book, Stephen Shennan presents the latest research on the spread of farming by archaeologists, geneticists and other archaeological scientists. He shows that it resulted from a population expansion from present-day Turkey. Using ideas from the disciplines of human behavioural ecology and cultural evolution, he explains how this process took place. The expansion was not the result of 'population pressure' but of the opportunities for increased fertility by colonising new regions that farming offered. The knowledge and resources for the farming 'niche' were passed on from parents to their children. However, Shennan demonstrates that the demographic patterns associated with the spread of farming resulted in population booms and busts, not continuous expansion.

Since 2003, the Council of Europe–European Commission joint initiative known as the “Ljubljana Process: rehabilitating our common heritage” has set out to unlock the potential of the region’s rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the “high art” canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens. This volume reflects the views of international experts involved in the joint initiative and complements earlier studies on the impact of the Ljubljana Process by experts from within the region (Heritage for development in South-East Europe, edited by Gojko Rikolović and Hristina Mikić, 2014) and from the London School of Economics and Political Science (The wider benefits of investment in cultural heritage. Case studies in Bosnia and Herzegovina and Serbia, edited by Will Bartlett, 2015).
