Book excerpt: In response to the Education and Economic Development Act of 2005 (EEDA), South Carolina has embarked on an exciting initiative called the South Carolina Course Alignment Project. In partnership with the South Carolina Department of Education and the South Carolina Technical College System, the project is led by the South Carolina Commission on Higher Education and facilitated by the Educational Policy Improvement Center (EPIC) at the University of Oregon. The purpose of the project is to determine the degree of alignment between high school courses and entry-level college courses with the goal of improving alignment so students may have a seamless transition from secondary to postsecondary education. This first issue of the newsletter includes an overview of the South Carolina Course Alignment Project, Kickoff Meeting report, Environmental Scan summary, and "Next Steps." Book excerpt: To facilitate a more seamless transition from high school to postsecondary education, high schools and colleges need to build new relationships and examine educational programming on both sides of the critical juncture between the senior year in high school and the first year in college. This South Carolina College and Career Readiness Toolkit was designed to foster conversation among leaders from school districts and higher education about what it means to be college- and career-ready, and to help develop action plans for new and strengthened partnerships. This toolkit provides information, data, and strategies for educators and communities to help improve the college and career readiness of their students. Specifically, the toolkit is designed to (1) raise awareness about key issues influencing college and career readiness; (2) encourage data-driven decision making; (3) build partnerships among secondary, postsecondary, and workforce professionals; and (4) support successful, comprehensive action planning to make measurable improvements in students' college and career success. While the toolkit has some information specific to South Carolina, it can serve as a model for all states and districts wishing to implement a comprehensive college and career readiness action plan.

Book excerpt: This report, prepared for the South Carolina Commission on Higher Education by the Educational Policy Improvement Center (EPIC), provides a final list of recommended college readiness reference standards to be used as part of the South Carolina Course Alignment Project (SCCAP). The purpose of these standards is to serve as a common reference point for the development of courses in English/language arts, math, and science that align between high school and college. The standards are not designed as a substitute for existing South Carolina curriculum standards, nor are they related in any way to admission to postsecondary education in the state. They will be used as a reference point by design teams that will construct the aligned courses. This draft list of college readiness reference standards was submitted to the South Carolina Commission on Higher Education, the SCCAP Steering Committee, and to additional faculty and administrators from South Carolina educational institutions, who were asked to review and comment on them. The review was completed via a web application in which each participant selected one or more of the four subject areas and the cross-disciplinary skills to review. In each subject area, respondents could agree or disagree with the inclusion of a standard and enter a comment. A total of 104 participants submitted 118 reviews. (Contains 4 tables.).

Inquiry, planning, research, collaboration, and analysis are key components of project-based learning activities today. However, that doesnÕt mean creativity, individual expression, and fun are out. They definitely arenÕt! Each project is designed to help students gain important knowledge and skills that are derived from standards and key concepts at the heart of academic subject areas. Students are asked to analyze and solve problems, to gather and interpret data, to develop and evaluate solutions, to support their answers with evidence, to think critically in a sustained way, and to use their newfound knowledge to formulate new questions worthy of exploring. While some projects are more complex and take longer than others, they all are set up in the same structure. Each begins with the central project-driving questions, proceeds through research and supportive questions, has the student choose a presentation option, and ends with a broader-view inquiry. Rubrics for reflection and assessments are included, too. This consistent framework will make it easier for you assign projects and for your students to follow along and consistently meet expectations. Encourage your students to take charge of their projects as much as possible. As a teacher, you can act as a facilitator and guide. The projects are structured such that students can often work through the process on their own or through cooperation with their classmates.

Book excerpt: This report on the educational needs of American gifted and talented students identifies indicators of an educational crisis, describes the current status of education for these students, and presents recommendations to meet the educational needs of these students. Indicators demonstrating the need for change include the relatively poor performance by American students on international tests and the small number of students performing at the highest levels on National Assessment of Educational Progress tests. Recent studies have shown that gifted and talented elementary school students have mastered 35-40% of the curriculum in five basic subjects before they begin the school year; most regular classroom teachers make few, if any, provisions for talented students; highest achieving students study less than an hour a day; and only 2 cents out of every $100 spent on K-12 education supports special opportunities for talented students. A review describes how gifted and talented students are currently identified, the number of students served, the kind of support available, the kind of education most gifted and talented students receive, and characteristics of effective programs for these students. Seven recommendations are offered: (1) set challenging curricular standards; (2) establish high-level learning opportunities; (3) ensure access to early childhood education; (4) increase learning opportunities for disadvantaged and minority children with outstanding talents; (5) broaden the definition of gifted (a broadened definition based on the federal Javits Gifted and Talented Education Act is offered); (6) encourage appropriate teacher training and technical assistance; and (7) match world performance.
