Although it is home to an indigenous population of just 114,000, these people share more than twenty languages. Wider knowledge of the peninsula was recently gained through an extensive interdisciplinary research project (ISIR) involving anthropologists, archaeologists, botanists, demographers, geologists, linguists, and specialists in public administration. In analysing the findings of the project, this book provides a systematic comparison with earlier studies, addressing the geological past, the latest archaeological evidence of early human habitation (dating back at least 26,000 years), and the region s diversity of languages and cultures. The peninsula is an important transitional area between Southeast Asia and Oceania, and this book provides valuable new insights for specialists in both the social and natural sciences into processes of state formation and globalization in the Asia Pacific zone. Jelle Miedema studied sociology and anthropology at Groningen University. Awarded his PhD at Nijmegen University, he became coordinator of the ISIR project at Leiden University. Book excerpt: This book examines the role of the international community in the handover of the Dutch colony of West Papua/Irian Jaya to Indonesia in the 1960s and questions whether or not the West Papuan people ever genuinely exercised the right to self-determination guaranteed to them in the UN-brokered Dutch/Indonesian agreement of 1962. Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.

Book excerpt: Papuan nationalism is young, evolving, and flexible. It has adapted to and reflected the political circumstances in which it has emerged. Its evolution as a political force is one of the crucial factors in any analysis of political and cultural change in Papua, and the development of relations between the Indonesian government and Papuan society. This study examines the development of Papuan nationalism from the Pacific War through the movement?s revival after the fall of President Suharto in 1998. The author argues that the first step in understanding Papuan nationalism is understanding Papuan history and historical consciousness. The history that so preoccupies Papuan nationalists is the history of the decolonization of the Netherlands Indies, the struggle between Indonesia and the Netherlands over the sovereignty of Papua, and Papua?s subsequent integration into Indonesia. Papuan nationalism is also about ethnicity. Many Papuan nationalists make strong distinctions between Papuans and other peoples, especially Indonesians. However, Papuan society itself is a mosaic of over three hundred small, local, and often isolated ethno-linguistic groups. Yet over the years a pan-Papuan identity has been forged from this mosaic of tribal groups. This study explores the nationalists? argument about history and the sources of their sense of common ethnicity. It also explores the possibility that the Special Autonomy Law of 2001, if implemented fully, might provide a framework in which Papuan national aspirations might be realized.This is the fourteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: With a foreword by Michael Kowalski, Chairman of the Netherlands Intelligence Studies Association Many intelligence practitioners feel that the statutory footing on which intelligence agencies have been placed forms an impediment to confronting unprecedented contemporary challenges. On the basis of case studies spanning the period from the First World War to the present, this book argues that while the intelligence community in the era of globalization has indeed come to face new and complex challenges that require adaptation, operating in demanding and changing environments is not new at all. This book questions the conventional wisdom of 9/11 or the end of the Cold War as caesurae. It also argues that the ability to adapt, innovate, question and learn from past experience is crucial for the success of intelligence organizations, rather than ever-expanding funding. Agencies’ ability to reflect, adapt and learn from experience determines their subsequent capability to deliver. One key development resulting from globalization is the marked increase in cooperation between intelligence agencies of different countries on the one hand, and between investigative agencies and intelligence agencies on the other. This has led to concerns over human rights and privacy and to increased calls for accountability and improved oversight as the increase in cooperation between organizations operating globally also provides scope for the circumvention of domestic restrictions. This book proposes an instrument to assess the effectiveness of existing accountability arrangements and offers new insights into the role of (military) intelligence in a number of crises, e.g., the 1962 Cold War confrontation over Western New Guinea, and the functioning of intelligence in peacekeeping operations ranging from Srebrenica to Mali. Thematically comprehensive, it offers a mixture of historical, legal, operational, and policy aspects, analyzed through the lens of institutional learning, bringing together academic and practitioners’ perspectives. The way such matters are understood is partly rooted in ideas developed by racial scientists working in the Netherlands Indies beginning in the late nineteenth century, who tried to develop systematic ways to define and identify distinctive races. Their work helped spread the idea that race had a scientific basis in anthropometry and craniology, and was central to people’s identity, but their encounters in the archipelago also challenged their ideas about race. In this new monograph, Fenneke Sysling draws on published works and private papers to describe the way Dutch racial scientists tried to make sense of the human diversity in the Indonesian archipelago. The making of racial knowledge, it contends, cannot be explained solely in terms of internal European intellectual developments. It was "on the ground" that ideas about race were made and unmade with a set of knowledge strategies that did not always combine well. Sysling describes how skulls were assembled through the colonial infrastructure, how measuring sessions were resisted, what role photography and plaster casting played in racial science and shows how these aspects of science in practice were entangled with the Dutch colonial Empire.

Only in the late seventies, interest began to focus more intensively on this scientifically important border area between Austronesian and Papuan languages and cultures. In the early nineties, this led to the creation in The Netherlands of the Irian Jaya Studies programme ISIR, which organizes and coordinates multi-disciplinary research on the Bird's Head Peninsula. Within this framework, study of the peninsula has reached a peak, with research being conducted in the area by scientists from different disciplines: anthropology, archaeology, (ethno)botany, demography, development administration, geology and linguistics. The diverse perspectives of these disciplines are subject to constant internal debate. Through ISIR and other research initiatives, there is a growing body of data on and insights into the various disciplines concerned with this fascinating area, with each discipline developing its own specific perspectives on the Bird's Head. These perspectives were presented during the First International Conference Perspectives on the Bird's Head of Irian Jaya, Indonesia, organized by ISIR in cooperation with the Indonesian Institute of Sciences LIPI (Jakarta) and the International Institute for Asian Studies ILAS (Leiden) and held at Leiden University, 13-17 October 1997. Researchers were informed on current perspectives in many disciplines to facilitate integration of findings into wider, interdisciplinary frameworks and to stimulate international debate within and between disciplines. As a result of the Conference, the forty-two contributions in these Proceedings present a wealth of recent developments from various disciplines in New Guinea Studies.

For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia’s support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972.
