Book excerpt: Extract: This report describes changes in U.S. agricultural exports from 1980/81 to 1982/83 and assigns some order of direction and magnitude to the principal sources of change in three major U.S. farm commodity exports: wheat, coarse grains, and soybeans. Factors studied include: exchange rates, ocean freight rates, foreign economic growth, foreign production, foreign indebtedness, population growth, and policy factors. Some factors--declining ocean freight rates, economic growth, and population growth--stimulated U.S. farm exports. Other factors, such as foreign production of some commodities, foreign indebtedness, the stronger dollar, and certain policy actions had negative impacts on the direction and magnitude of U.S. trade in farm products.

Book excerpt: As the last quarter of 2015 begins, production data show that total red meat and poultry production, aggregated over the first three quarters of 2015, increased by less than 1 percent over the same period of 2014. In the first three quarters of 2015, beef production is about 3 percent below production in the same period last year. Cattle prices so far in 2015 have averaged almost 3 percent above prices in the same period of 2014. Production effects of disease outbreaks link the pork and poultry sectors, but in divergent directions: the pork sector continues to recover from the effects of porcine epidemic diarrhea (PEDv) outbreaks last year, with total production in the first three quarters of 2015 almost 8 percent ahead of the same period in 2014. The poultry sector is recovering from Highly Pathogenic Avian Influenza (HPAI), the effects of which has fallen so far on the turkey sector (2 percent lower production) and the egg sector (5 percent lower production). Turkey prices have averaged almost 6 percent above the same period last year; average egg prices are almost 36 percent above the same period of 2014. Broiler production is up in 2015 by 4 percent.

The United States dominates world markets for corn, wheat, and cotton. Brazil has overtaken the United States as the world's leading supplier of soybeans and is the world's leading supplier of beef and poultry to world markets. The U.S. share of world beef exports has declined since the discovery of a cow infected with "mad cow disease" in the United States in 2003. The United States, European Union, Australia, and New Zealand are dominant suppliers of dairy products in global agricultural trade. Most U.S. agricultural imports are high-value products. For some imports (grains, meats, horticultural products), similar products are produced in the United States; production of other categories of imports (bananas, coffee, cocoa) is very limited. The biggest import suppliers are the European Union, Canada, and Mexico, which together provide 57% of total U.S. agricultural imports. Australia, Brazil, New Zealand, Indonesia, and Colombia are also major suppliers of agricultural imports to the United States. Among the fastest-growing markets for U.S. agricultural exports are Canada and Mexico, both partners with the United States in the North American Free Trade Agreement (NAFTA). U.S. agricultural exports to China, recently a member of the World Trade Organization, have grown at an annual rate of 16% since 1992. Both the EU and the United States subsidise their agricultural sectors, but overall the EU outspends the United States five to one. Recent reforms of the EU's Common Agricultural Policy shift substantial spending into direct income support decoupled from production and into rural development. Canada supports some sectors (e.g., dairy and poultry) more than others. Australia provides less support to its agriculture. Export subsidies are more important in the EU than in the United States; border measures (tariffs) are more important in Canada than in either the United States. Australia operates a mix of trade measures. The United States is the dominant supplier of foreign food aid, followed by the EU, Canada, and Australia. U.S. and other major food aid donors provide commodities for emergency relief or development assistance.

That produced rapidly rising world carryover stocks: sharply increased costs of government farm programs in the European Community, United States and other countries: acontinued drift toward trade protectionism and trade policy conflicts; and one of the most dramatic changes in U.S. farm policies in half a century. Much of the increase in world carryover stocks in 1986 is being stored under government programs in the U.S., and the U.S. shares of world exports of many major farm commodities continued their downward trend in 1985-86. To halt the decline, U.S. price support levels for 1986 crops have been reduced sharply, while impact on farmincome is being tempered through the target price system. The U.S. export enhancement programs also are expected to be expanded substantially in the next few years. Changing U.S. farm policies along with growth in the economics of oil importing nations should encourage modest growth in the volume of U.S. agricultural exports in the next few years. The growth rate, however, will be tempered by debt problems of developing nations and depressed economic conditions in oil exporting countries. Lower U.S. price support levels and large world supplies appear likely to be a depressing influence on world grain prices as well as the value of U.S. agricultural exports in the late 1980s. Appropriate agricultural policies might focus on causes of slow growth in world.
