This publication presents the outcome of a survey among the energy efficiency practitioners on the challenges and solutions for overcoming barriers to energy efficiency investments. The primary geographic focus is the UNECE region comprising 56 member States from Western Europe (members and non-members of the European Union), North America (Canada and the United States), South-East Europe, Eastern Europe, the Caucasus, Central Asia, Israel, Turkey and the Russian Federation. This is a joint effort by the UNECE and the Copenhagen Centre on Energy Efficiency. The analysis of the survey and its conclusions and recommendations will serve as a useful tool for energy efficiency community. Policy makers can apply the results to the situation in their countries and find approaches to improve investment climate for energy efficiency.

A review of the evolution of energy intensity in European and Former Soviet Union countries indicates a positive trend: high-energy-intensity countries have now reached the level of medium-energy-intensity economies 15 years earlier, and in the same period, medium-energy-intensity ones had similarly evolved to levels of low-energy-intensity. At the same time, the fast transitioning economies of Central Europe converged towards similar levels of energy intensities, in line with EU Directives, while successful EU-15 countries managed to maintain economic growth while keeping energy use flat. This report looks at how countries effect the transition from high- to medium- to low-energy-intensity, exploring whether leapfrogging is possible (it’s not) and what policies can be particularly helpful. Some of the lessons include: energy prices tend to evolve from subsidized levels to full-cost-recovery to full-cost-recovery-plus environmental externalities; industrial energy efficiency is often the starting point, with privatization and competition driving companies to reduce production costs, including energy; successful countries excell at governance (setting targets, building institutional capacity, creating and improving the legal and regulatory framework, and monitoring and evaluating); households tended to be the last, and most difficult, area of reform, starting with pricing improvements, outreach campaigns, financing programs, and building certificates programs.

Book excerpt: This paper comes from a project designed to assist central and eastern Europe and Commonwealth of Independent States (CIS) countries to enhance their energy efficiency and security, to ease the energy supply constraints of economic transition and to meet international environmental treaty obligations under the UN FCCC and the UN ECE. Reducing the energy efficiency 'gap' by half would save 600 million tones of oil equivalent in year 2010 of which 90 per cent would be fossil fuels. Central and Eastern European economies are half as efficient as those of market economies. This paper, which was produced jointly by the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic Commission for Europe (ECE), aims to provide some suggestions for policy makers in the CIS for development of policies and regulatory frameworks for promotion of energy efficiency. The guidelines presented have been discussed and endorsed by the ECE Committee on Sustainable Development at its ninth session, 9-11 November 1999. The impetus for the guidelines was a recommendation made at a 1996 regional seminar on promotion of energy efficiency and institution building in Asian economies in transition conducted by ESCAP with participation by ECE.
