Applying an innovative analytical framework derived from theories of democratization, civil society, social movements and transnational relations, the researchers have formulated broader comparisons and generalisations without neglecting the specific post-Soviet context. The book provides a systematic comparison across sectors as well as nations, and includes chapters on NGOs, the state and conflict, and transnationalisation. It discusses how the democratic effect of civil society is not a result of the "stock of social capital" in the community but is contingent upon the kinds of ideologies and interests that are present or ascendant not just within the institutions of civil society but also within the state. This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. Previous ways of conceiving the universal emancipation of humanity have in practice ended in failure. Marxism, anti-colonial nationalism and neo-liberalism all understand the achievement of universal emancipation through a form of state politics. Marxism, which had encapsulated the idea of freedom for most of the twentieth century, was found wanting when it came to thinking emancipation because social interests and identities were understood as simply reflected in political subjectivity which could only lead to statist authoritarianism. Neo-liberalism and anti-colonial nationalism have also both assumed that freedom is realizable through the state, and have been equally authoritarian in their relations to those they have excluded on the African continent and elsewhere.Thinking Freedom in Africa then conceives emancipatory politics beginning from the axiom that ‘people think’. In other words, the idea that anyone is capable of engaging in a collective thought-practice which exceeds social place, interests and identities and which thus begins to think a politics of universal humanity. Using the work of thinkers such as Alain Badiou, Jacques Rancière, Sylvain Lazarus, Frantz Fanon and many others, along with the inventive thought of people themselves in their experiences of struggle, the author proceeds to analyse how Africans themselves – with agency of their own – have thought emancipation during various historical political sequences and to show how emancipation may be thought today in a manner appropriate to twenty-first century conditions and concerns.
