Book excerpt: Excerpt from Some Problems of the Peace Conference The purpose of the lectures here published is to give a rapid survey of the principal elements in that territorial settlement of Europe which has been pronounced the most reasonable part of the work of the Conference1 of Paris. Each problem is placed in its historical setting, while at the same time the effort is made to view it as some thing demanding practical solution in the treaties of peace. The perspective of proceedings as seen at Paris has been kept in mind throughout, although the authors have not felt at liberty to enter into the details of negotiations which may have become known to them in their official capac ity. Limits of time and space restrict the treat ment to Europe, and to those parts of Europe which came before the Conference for settlement. Hence Russia is necessarily omitted. The lectures are printed substantially as dcliv ered at the Lowell Institute last January, with only incidental revision. In the spelling of place names the official local usage has been followed except where there is a well established English form. The results are manifest to all. The continuity of human progress depends at bottom upon labor, and it is becoming more and more doubtful whether the civilized races of mankind can be reckoned on to supply it for long on conditions akin to those which have in various forms prevailed ever since the institutions of ancient times and which alone render the present social structure viable. If this forecast should prove correct. The only alternative to a break disastrous in the con tinui ty of civilization is the frank recognition of the principle that certain inferior races are destined to serve the cause of mankind in those capacities for which alone they are qualified and to readjust social institutions to this axiom. In the meanwhile the Conference which ignored this problem of problems has transformed Europe into a seething mass of mutually hostile states powerless to face the economic competition of their overseas rivals and has set the very elements of society in flux. This great economic dynamism is complemented by the tremendous political forces that animate the region, such as China’s ascendency to a global power challenging the United States and the European Union, tensions over nuclear weapons on the Korean peninsula, and Japan’s desire to validate itself as a legitimate international force with a permanent seat on the UN Security Council. All of these modern issues faced by the region are matters of international law.
