As the British Army attempted to take control of the city of Surabaya maintain order and deal with surrendered Japanese personnel their actions were interpreted by the young residents of Surabaya as a plan to restore Dutch colonial rule. In response the youth of the city seized Japanese arms and repelled the force sent to occupy the city. They then held off British reinforcements for two weeks battling tanks and heavy artillery with little more than light weapons and sheer audacity. Though eventually defeated Surabaya's defenders had set the stage for Indonesia's national revolution.

Book excerpt: This book examines the role of the international community in the handover of the Dutch colony of West Papua/Irian Jaya to Indonesia in the 1960s and questions whether or not the West Papuan people ever genuinely exercised the right to self-determination guaranteed to them in the UN-brokered Dutch/Indonesian agreement of 1962. Indonesian, Dutch, US, Soviet, Australian and British involvement is discussed, but particular emphasis is given to the central part played by the United Nations in the implementation of this agreement. As guarantor, the UN temporarily took over the territory's administration from the Dutch before transferring control to Indonesia in 1963. After five years of Indonesian rule, a UN team returned to West Papua to monitor and endorse a controversial act of self-determination that resulted in a unanimous vote by 1022 Papuan 'representatives' to reject independence. Despite this, the issue is still very much alive today as a crisis-hit Indonesia faces continued armed rebellion and growing calls for freedom in West Papua.

In the main, the dramas in French Algeria and British Kenya in the 1950s have dominated the scene, overshadowing the equally violent events that unfolded in the Dutch, Belgian and Portuguese empires. Colonial counterinsurgency and mass violence is the first book in English to treat the intense conflict that occurred during the ‘Indonesian revolution’—the decolonization struggle of the Dutch East Indies between 1945 and 1949. This case is particularly significant as the first episode of post-war colonial violence, indeed one with global reverberations. International opinion was ranged against the Dutch, and the nascent United Nations condemned its euphemistically termed ‘police actions’ to reclaim the archipelago from Indonesian nationalists after defeat by the Japanese in 1942. As this book makes clear, however, intra-Indonesian violence was no less prevalent, as rival independence visions vied for control and villagers were caught between the fronts. Taking a multi-perspectival approach, eighteen authors examine the origins of the conflict as well as its representational and memory dimensions. Colonial counterinsurgency and mass violence will appeal to scholars of imperial history, mass violence and memory studies alike. Book excerpt: Until the mid-1950s nearly all the waters lying between the far-flung islands of the Indonesian archipelago were as open to the ships of all nations as the waters of the great oceans. In order to enhance its failing sovereign grasp over the nation, as well as to deter perceived external threats to Indonesia’s national integrity, in 1957 the Indonesian government declared that it had “absolute sovereignty” over all the waters lying within straight baselines drawn between the outermost islands of Indonesia. At a single step, Indonesia had asserted its dominion over a vast swathe of what had hitherto been seas open to all, and made its lands and the seas it now claimed a single unified entity for the first time. International outrage and alarm ensued, expressed especially by the great maritime nations. Nevertheless, despite its low international profile, its relative poverty, and its often frail state capacity, Indonesia eventually succeeded in gaining international recognition for its claim when, in 1982, the United Nations Convention on the Law of the Sea formally recognized the existence of a new category of states known as “archipelagic states” and declared that these states had sovereignty over their “archipelagic waters”. Sovereignty and the Sea explains how Indonesia succeeded in its extraordinary claim. At the heart of Indonesia’s archipelagic campaign was a small group of Indonesian diplomats. Largely because of their dogged persistence, negotiating skills, and willingness to make difficult compromises Indonesia became the greatest archipelagic state in the world.

Book excerpt: Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.
