Book excerpt: South Africa is the dominant force in an area that is of increasing strategic importance to the West, yet few studies address the geopolitical pressures that dictate the course of events there. Analyzing South Africa’s base of power, the authors argue that because South Africa’s relationships with other states in Southern Africa are asymmetrical in nature, the country has substantial economic and political leverage in the region. Control of Southern Africa’s transport infrastructure and the ability to project a conventional or surrogate military presence throughout the region, for example, gives South Africa the power to affect the economic and political stability of virtually all regional states. Asymmetry also characterizes relationships at the global level. Because the West depends upon South Africa for access to the region’s strategic minerals, for the security of the Cape oil route, and for the country’s ability to counterbalance the Soviet presence in Southern Africa, South Africa exercises considerable influence over the African foreign policies of the superpowers. Focusing on the major geopolitical variables affecting South Africa’s ability to sustain power, the authors analyze the economic and geographic factors that contribute to asymmetrical relationships and examine the pluralism that divides South African society. Pretoria’s successful foreign policy, which has created a security corridor of new buffer states, is given particular emphasis. In addition, the authors provide a detailed analysis of South Africa’s minerals-based economy and discuss the implications for regional stability of economic sanctions against South Africa. Finally, they outline a policy framework that takes regional economic, political, and geographic realities into account.

In "One Namibia, one nation: the political economy of transition" (p. 92-122), R.H. Green focuses on the colonial economy and the transitional period from a position close to SWAPO. Classic models of development predict faster growth in the urban sector, causing rapid migration from rural areas to cities and raising average incomes in both realms. South Africa faces an unconventional challenge in that it has symptoms of a spatial realm that is not rural and not fully urban. In many ways, South African townships--and especially informal settlements--are similar to slums in the developing world, although never was a slum formed with as much central planning and purpose as were some of the larger South African townships. Unlike urban slums, most townships and informal settlements are geographically distant from urban economic centers. The near absence of an affordable public transport system makes job seeking and other forms of economic integration prohibitively expensive. Motivated by the uniqueness of townships and informal settlements in South African economic and social life, Economics of South African Townships: Special Focus on Diepsloot seeks to develop a systematic understanding of the structure of the township economy, yielding a rich information base on the migration patterns to townships and informal settlements, changes in demographic profiles, labor market characteristics, and access to public and financial services. Economics of South African Townships then looks closely at Diepsloot--a large township in the Johannesburg Metropolitan Area--to vividly identify the economic realities and choices of township residents. Given the current dichotomous urban structure, modernizing the township economy and enabling its convergence with the much richer urban centers may unleash signifi cant productivity gains. Breaking out of the current low-level equilibrium, however, requires a comprehensive and holistic policy agenda, with signifi cant complementarities among the major policy reforms. Although the study tells a rich and coherent story about development patterns in South African townships and points to some broad policy directions, its research and analysis will generally need to be deepened before being translated into direct policy action.

Having identified aggravating economic factors in conflict, the authors proceed to an appreciation of its economic cost, then propose economic policy changes which would tend towards reducing the potential for conflict. One of a series of three volumes, this book concentrates on Botswana, Malawi, Mozambique, Zambia and Zimbabwe.

Book excerpt: Anecdotal evidence suggests that the economies of South Africa and its neighbors (Botswana, Lesotho, Mozambique, Namibia, Swaziland, and Zimbabwe) are tightly integrated with each other. There are important institutional linkages. Across the region there are also large flows of goods and capital, significant financial sector interconnections, as well as sizeable labor movements and associated remittance flows. These interconnections suggest that South Africa’s GDP growth rate should affect positively its neighbors’, a point we illustrate formally with the help of numerical simulations of the IMF’s GIMF model. However, our review and update of the available econometric evidence suggest that there is no strong evidence of real spillovers in the region after 1994, once global shocks are controlled for. More generally, we find no evidence of real spillovers from South Africa to the rest of the continent post-1994. We investigate the possible reasons for this lack of spillovers. Most importantly, the economies of South Africa and the rest of Sub-Saharan Africa might have de-coupled in the mid-1990s. That is when international sanctions on South Africa ended and the country re-integrated with the global economy, while growth in the rest of the continent accelerated due to a combination of domestic and external factors.

This formal political relationship created dynamics that resulted in yet closer economic and social links. After Federation, the economic realities of industry, transport and labour supplies meant that these three countries continued to be intricately interconnected. Yet despite these connected pasts, comparative work on the economic histories of Malawi, Zambia and Zimbabwe, and how these change over time, is rare. This book addresses the gap by providing the first comprehensive collection of labour and census data across the twentieth century for these three countries. The different economic models and performances of these states offer good comparison, allowing researchers to look at different models of development, and how these played out over the long-term. The book provides data on population growth and change, industrial and occupational structure, and the various shifts in what the economically active population did. The book develops a unique typology that shows how Southern African regional civil society networks adopt strategies, norms and rules to establish an efficient form of alternative integration in the region. Based on a critical analysis of this self-organised regionalism, the book projects the reality that alternative regionalism driven by non-state actors is possible. This book expands the study of regionalism in the SADC, and makes a significant and innovative contribution to the study of contemporary regionalism.
