Book excerpt: Focusing on an agropastoral society of southcentral Somalia, this book explores the seeming incompatibility of subsistence agriculture and development goals. Based upon survey and ethnographic research carried out among the Rahanweyn, the study pays particular attention to economic activities, linking them with environmental factors as well as with history, culture, the division of labor and women's roles, family structure, demography, and herding and agriculture. How change can best be introduced into such a society is the central question of the book. The meaning of subsistence and its relationship to self-sufficiency and a survival threshold are examined within the context of an externally imposed market system. The implications of rapidly induced market involvement in a traditional society are looked at in light of data on a range of subsistence societies. The author argues for a redirection of development practices, making a case for the viability of a mixed agropastoral system that diverges little from the traditional subsistence patterns, and for peasant-centered development compatible with subsistence production, balancing national and international interests.

Once heralded as the only true nation-state in Africa, the Somalia of the 1990s suffered brutal internecine warfare. At the same time a politically created famine caused the deaths of a half a million people and the flight of a million refugees. During the civil war, scholarly and popular analyses explained Somalia's disintegration as the result of ancestral hatreds played out in warfare between various clans and subclans. In Unraveling Somalia, Catherine Besteman challenges this view and argues that the actual pattern of violence—inflicted disproportionately on rural southerners—contradicts the prevailing model of ethnic homogeneity and clan opposition. She contends that the dissolution of the Somali nation-state can be understood only by recognizing that over the past century and a half there emerged in Somalia a social order based on principles other than simple clan organization—a social order deeply stratified on the basis of race, status, class, region, and language.

Alarms about the expanding role of climate change as a force multiplier of existing threats to national, international, and human security structures studies are being raised at all levels of governance and intelligence—national (including the U.S. Senate, the Director of National Intelligence, the Central Intelligence Agency, and the Pentagon), transnational (including the European Union and the United Nations), and private (such as the Central News Agency and the American Security Project). Climate Change and Security: A Gathering Storm of Global Challenges focuses on the three major feedback effects of human-induced climate change on human and international security—resource scarcity, natural disasters, and sea-level rise. Decreasing per capita availability of renewable resources due to such regional effects of climate change as drought and desertification leads to intensified competition for these resources and may result in armed violence—especially when compounded by conditions of rapid population growth, tribalism, and sectarianism, as in Darfur and Somalia. The increase in the frequency and intensity of meteorological disasters associated with global warming weakens already debilitated tropical societies and makes them still more vulnerable to political instability, as in Haiti. Sea-level rise will lead to disruptive mass migrations of climate refugees as dense littoral populations are forced to abandon low-lying coastal regions, as in Bangladesh.

In this study, salinization is regarded as the outcome of an institutional arrangement which impedes the effective implementation of well-known and well-established control measures be they technical, managerial or economic. In public irrigation systems neither the management units nor the farmers are offered any incentives towards the control of high groundwater levels and salinization if the management units are embedded in a highly centralized non-market institutional setting. The author answers the question under which conditions management units and irrigators are active in halting and reversing the process of salinization.
