In an examination of the impact of this change upon professional military education, the authors present a forthright analysis of military responsibility today, the growth of education for policy roles, the form and content of that education, and its relation to the over-all duties of the armed forces. Book excerpt: This book offers the first systematic, comparative analysis of military education and training in Europe within the context of the post-Cold War security environment. Based on an analysis of military education institutions in the UK, Germany, Finland, Romania and the Baltic States, this book demonstrates that the convergence of European military cultures since the end of the Cold War is linked to changes in military education. The process of convergence originates, at least in part, from the full or partial adoption of a new concept by post-commissioning professional military education institutions: the National Defence University. Officers are now educated alongside civilians and public servants, wherein they enjoy a socialization experience that is markedly different from that of previous generations of European officers, and is increasingly similar across national borders. In addition, this book argues that with the control over the curricula and graduation criteria increasingly set by civilian higher education authorities, the European armed forces, while continuing to exist, and hold significant (although declining) capabilities, stand to lose their status as a profession in the traditional sense. This book will be of much interest to students of military, European security policy, European politics, and IR in general.

Book excerpt: This monograph examines the value added to the U.S. Army by sending officers to foreign staff colleges. It argues that the U.S. Army should educate more of its best field grade officers abroad to gain worldly, contextual intelligence. Ultimately, a foreign staff college experience, preceded by the U.S. Army's Command and General Staff College resident course, will develop better strategic thinkers and leaders. In this research, General Albert C. Wedemeyer's personal archives at Stanford University provide keen insight into the strategic contribution officers educated abroad can have on national security. Next, a survey of U.S. Army officers who graduated from a foreign staff college in the last ten years confirms several valuable aspects of an overseas education, and identifies areas of the program to improve. Finally, this monograph recommends increasing the available opportunities for U.S. Army officers to attend foreign staff colleges, with a weighted priority in Asia and Europe. It also recommends sending the top 10% of each year's graduating CGSC class, approximately 100 officers, to foreign language training followed by a foreign staff college education. This benefits the U.S. Army by growing the pool of organizational leaders who can readily contextualize the challenges of a complex world beyond American borders.The U.S. Army officer Professional Military Education (PME) system underscores the organization's investment in its people. Scholarships are available to four-year universities and military academies, civilian graduate schools, and a plethora of other educational opportunities during a typical twenty-year career. Why does the Department of Defense choose to spend millions of dollars to educate officers beyond the training required for managing violence in warfare? The answer, perhaps, lies in the Army's role in American foreign policy and national security in a complex world. America exports its values, both in times of war and peace, through the U.S. Army's presence around the world. The global audience may form its opinion of America through interactions with soldiers stationed permanently, or temporarily, abroad. Therefore, the actions of U.S. servicemen and women abroad have the potential to affect national security interests worldwide, and also leave an enduring impression of American power in the minds of others. Perhaps one way of positively influencing the strategic narrative and cultivating American power abroad is through a more deliberate investment in the education of U.S. Army officers based on the potential for strategic return. The purpose of this study is to investigate this dynamic by assessing an important aspect of the officer education system: The attendance of U.S. Army officers at foreign military staff colleges.

Book excerpt: Often the only time a nation evaluates the education of its armed forces is during the aftermath of a great military disaster. Even in the light of an overwhelming victory, such as the Gulf War, questions about how well military education was addressing the study of asymmetric warfare, the Revolution in Military Affairs, the role of non-state actors and international relations in the new world order were the subject of debate in and around the various staff colleges and military universities in the West. This work brings together the ideas of international scholars, all recognized as leaders in their fields, to examine the professional military education experience of various nations during the last 250 years. Case studies of each branch of the military reveal success and failure in the past and present, with a goal of improving military education in the future. Underlying themes clearly reveal the need for those questioning military education to utilize history as the preferred method and model of imperial analysis. These include economics and defense spending; national psyches and the proper maintenance of armed forces; and the importance of individuals, both military and civilian, with a clear vision, determination, and the moral courage to formulate and support military education programs. In practice, training often predominates over education, and the result has frequently been an officer corps that has not functioned well in peacetime preparations and has ultimately failed on the battlefield due to an inability to think effectively. This study highlights the role of civilian educators as vital in the creation of successful educational programs.
