Book excerpt: The objectives of this study are to define and identify software tools, and to impart to the shipbuilding community the knowledge to use them to aid in the design/production integration of the shipbuilding process. The approach taken in this study has been to: o Research, review and define the CAD/CAM integration process o Develop selected scenarios of modern CAD/CAM integration methods o Isolate and research software aspects of CAD/CAM scenarios; select and list application areas for software tools to (potentially) increase productivity for the integration process defined o On-site visits to shipyards to review prepared CAD/CAM scenarios and software tools to define applicability of technologies, need for changes and knowledge-level of potential users o Collect, reduce and review data from on-site visits o Create a scenario adapted to the real-world of shipbuilding; identify critical software needs and select useful software tools o Select a shipbuilding scenario and determine software needs to actually generate the integrated system; outline a means to calculate potential savings through the use of software tools. The material presented is ordered as outlined, and is followed by a catalog of software tools, and a recommended means of distributing results to the shipbuilding community. A glossary of acronyms is also included. There is no attempt made to specify currently in use, or projected hardware/software systems in either the computer, or approximately performed by separately. CAD/CAM device arena. This task has been undertaken in the same timeframe as this study by the CAD/CAM Survey Study the Chicago-based IIT Research Institute which is reported separately.

The work of the panel addresses the detail design and planning efforts, integration of those efforts into the production process and the tools involved. During the past year the panel pursued its goal through the publication of a report on "Software Tools for Shipbuilding Productivity", completing work on a "Design for Production Manual" to be published this quarter and the continuation of efforts on systems of classification and coding and computer aided process planning suitable for the shipbuilding environment. In addition, work has just begun on five new projects involving a broad spectrum of shipyard disciplines. Also, another year's work has been laid out involving four shipyards and two universities. Finally, the panel is establishing interfaces and developing a program on Navy-Industry computerization intended to address the findings and recommendations in the National Research Council's report, "Toward More Productive Naval Shipbuilding."

Book excerpt: The U.S. shipbuilding industry now confronts grave challenges in providing essential support of national objectives. With recent emphasis on renewal of the U.S. naval fleet, followed by the defense builddown, U.S. shipbuilders have fallen far behind in commercial ship construction, and face powerful new competition from abroad. This book examines ways to reestablish the U.S. industry, to provide a technology base and R&D infrastructure sustaining both commercial and military goals. Comparing U.S. and foreign shipbuilders in four technological areas, the authors find that U.S. builders lag most severely in business process technologies, and in technologies of new products and materials. New advances in system technologies, such as simulation, are also needed, as are continuing developments in shipyard production technologies. The report identifies roles that various government agencies, academia, and, especially, industry itself must play for the U.S. shipbuilding industry to attempt a turnaround.

Book excerpt: Under the Defense Advanced Research Projects Agency (DARPA) Maritech Program, the project, titled "Process Improvement Testbed for Shipyard Constructions, Conversion and Repair," is applying state-of-the-art agile manufacturing and process improvement technology to ship construction, repair, and maintenance. DARPA's Agile Manufacturing Program has sponsored the development of a prototype suite of software tools called ProcessTOOLS, for use in modeling, scheduling, enactment, and simulation functions necessary for enterprise management. ProcessTOOLS is unique, however, in that all the functions are integrated into a single package and utilize a common representation. Using processTOOLS, a shipyard maintains an accurate model of its operations, utilizes advanced scheduling techniques to assign process steps to shipyard resources, manages the execution of processes according to schedule, accurately monitors the status of processes in real-time, and simulates the shipyard forward in time form its current state to assess the impacts of a contract award, to forecast the effects of changes in internal processes, and to evaluate the probable delivery date of an order. By modeling a repair or construction job prior to bidding, ProcessTOOLS facilitates more detailed planning during estimation, which results in a more realistic bid. By providing continually updated status during production, Process TOOLS expedites just-in-time deliver of labor, material, and equipment to the job. Event information is archived as it happens during production to form a rich source for accurately measuring performance and realistically supporting future estimates.

This paper discusses the development and implementation of a PC-based Integrated Production Planning System (IPPS) which serves as a tool to assist planning organizations in developing, updating, and revising schedules and associated manning, facility, and material utilization reports. Under this task, a PC-based IPPS has been developed which serves as a tool to assist planning organizations in developing, updating, and revising ship production schedules. The system will also create and update manning, facility, and material utilization reports. The scope of the system developed is limited to the ground assembly, outfit, join, and erect operations. The "Project Report" describes the data required by the system to produce its outputs. The report explains the system development philosophy and gives an overview of the schedule generation system. To demonstrate the use of the system, data for a sample ship is given and a schedule developed based upon this data. The User's Manual serves as a reference for shipyards wishing to develop a PC-based IPPS. The software included in this package is not intended to be a turnkey system. For an IPPS to work for a particular shipyard, the shipyard must modify the coding so that the system will conform to the yard's facilities and methods of operation. The IPPS should not be viewed as a computer system; it is a production planning system that makes use of computer tools. Simply obtaining and installing the software will not give a shipyard an operable system. Developing an Integrated Production Planning System is a significant task. However, once developed, the IPPS is a valuable tool that will assist shipyard personnel in making effective production decisions.
