Book excerpt: Software acquisition has become the critical path in the procurement of Department of Defense (DOD) weapon systems. Software requirements and their complexity have increased at an exponential rate and support requirements now constitute up to 70 percent of the software life cycle costs. This thesis presents the concept of software Total Quality Management (TQM) which focuses on the entire process of software acquisition, as a partial solution to the software acquisition crisis. A software case study, analysis, and lessons learned with applications to the Army Tactical Missile System (TA MS) is presented. A software process control maturity model, a standard software language, and a set of software metrics are presented. A discussion of program manager's responsibilities to implement a process control mechanism to produce quality software products is presented. The principal finding is that software acquisition is the major challenge to a program manager for weapon systems procurement. The major recommendation of this study is that software TQM can be applied to software acquisition. Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the though that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemi nation. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 37 (thesis year 1992) a total of 12,549 thesis titles from 25 Canadian and 153 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 37 reports theses submitted in 1992, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

Book excerpt: The evolution of the AN/GSG-10 Tactical Fire Direction System (TACFIRE), AN/TSQ-73 Air Defense Command and Control System (Missile Minder) and the Tactical Operations System (TOS) is presented. Also, some observations/lessons learned during the development of each system are presented. A review of all Department of Defense publications governing software acquisition was not possible within the time available for the study. Therefore, the study effort was limited to identifying the current publications (i.e., regulations, pamphlets and military standards) that define the software acquisition process for Army tactical data systems. In most cases, the available publications pertain only to hardware and do not address software. The hardware principles of configuration management that are being tailored and refined to provide a means for the management of every detail of a software project are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this thesis is to provide an analysis of the impact that Low Rate Initial Production (LRIP) has upon Army missile system development. It focuses on: (1) regulatory guidance on the use of LRIP in the acquisition process, (2) the reasons programs include LRIP in their acquisition strategy, and (3) the rationale used to determine the number of systems to produce in LRIP. An indepth analysis of how four current Army tactical missile programs have incorporated LRIP into their acquisition strategies is provided. The resulting lessons learned by these program offices is also provided. The thesis concludes that LRIP is essential to the successful transition from development to full-rate production. The current guidelines regarding the use of LRIP are vague, particularly those involved in quantity decisions. This ambiguity, however, provides the PM with flexibility to tailor his acquisition strategy. The thesis recommends that DOD promote greater contractor involvement in LRIP quantity decisions; consider ways to foster better concurrent engineering in development programs; and establish a dedicated configuration management position in each major program office. The complexity, multiple interfaces, and joint nature of planned ATACMS operations demands accurate specification of software system requirements. DOD also desires automated tools capable of developing rapid prototypes to assist in system definition and reduce system risk. The goals of this thesis are to provide a rigorous model which can be utilized to validate current specifications, and, to demonstrate CAPS on a large scale project Accomplishment of these two would provide a needed corroboration of the ATACMS specification, as well as move CAPS out of the purely academic environment The result of this thesis is mixed. Due to a paucity of data from which to derive the requirements, the model is generic in nature and is in need of significant customer evaluation, which is not forthcoming. However, CAPS demonstrated its fundamental concept within the bounds of the project, with refinements in code generation, interface, and graphics either incorporated or identified. CAPS is ready for use on an actual project by an experience team of systems analysts.

In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible.
