Book excerpt: A study carried out in 1963-64 in a small village in the Sicilian interior focusing on how people could improve their living standard through co-operation. In 1988-89, two persons who worked on the original study returned to the same village. Troina has 2,000 fewer inhabitants, no factory exists, and unemployment is still high. However, new houses have been built, cars are to be seen everywhere. Miseria (extreme poverty) is a thing of the past. Despite this, locals still consider the future with insecurity, and the younger generation see no alternative to emigration. The present study explores this contradiction.

The process of settlement and integration in modern-day Toronto is, however, more difficult for recent immigrants than it was for those newcomers arriving in previous decades. Many challenges face newly settled immigrants, top among them access to healthcare, education, employment, housing, and other economic and community services. The concept of social exclusion opens up promising ways to analyze the various challenges facing newcomers and The World in a City explores Toronto's ability to sustain a civic society. This collection of essays highlights why the need to pay more attention to certain at-risk groups, and the importance of adapting policy to fit the changing settlement and clustering patterns of newcomers is of crucial importance. The authors' findings demonstrate that there are many obstacles to providing opportunity for immigrants, low resource bases in particular. Toronto, they suggest, does not provide a level 'playing field' for its newly arrived inhabitants, and, in failing to recognize the particular needs of new communities, fails to ensure a growth that would be of immense benefit to the city as a whole.

In Fate and Honor, Family and Village, Rudolph Bell argues against this characterization by reconstructing the complete demographic history of four country villages since 1800. He analyzes births, marriages, and deaths in terms of four concepts that capture more accurately and sympathetically the essence of the Italian peasant's life: Fortuna (fate), onore (honor, dignity), famiglia (family), and campanilismo (village).Fortuna is the cultural wellspring of Italian peasant society, the worldview from which all social life flows. The concept of Fortuna does not refer to philosophical questions, predestination, or value judgments. Rather, Fortuna is the sum total of all explanations of outcomes perceived to be beyond human control. Thus, in Bell's view, high mortality does not lead peasants to a resigned acceptance of their fate; instead, they rely on honor, reciprocal exchanges of favors, and marriage to forge new links in their familial and social networks. With thorough documentation in graphs and tables, the author evaluates peasant reactions to time, work, family, space, migration, and protest to portray rural Italians as active, flexible, and shrewd, participating fully in shaping their destinies.Bell asserts that the real problem of the Mezzogiorno is not one of resistance to technology, of high birth rates, or even of illiteracy. It is one of solving technical questions in ways that foster dependency. The historical and sociological practice of treating peasant culture as backward, secondary, and circumscribed only encourages disruption and ultimately blocks the road to economic and political justice in a post-modern world.

Book excerpt: This book introduces the idea that ethics are an intrinsic dimension of any water policy, program, or practice, and that understanding what ethics are being acted out in water policies is fundamental to an understanding of water resource management. Thus in controversies or conflicts over water resource allocation and use, an examination of ethics can help clarify the positions of conflicting parties as preparation for constructive negotiations. The author shows the benefits of exposing tacit values and motivations and subjecting these to explicit public scrutiny where the values themselves can be debated. The aim of such a process is to create the proverbial 'level playing field', where values favoring environmental sustainability are considered in relation to values favoring short-term exploitation for quick economic stimulus (the current problem) or quick protection from water disasters (through infrastructure which science suggests is not sustainable). The book shows how new technologies, such as drip irrigation, or governance structures, such as river basin organizations are neither "good" nor "bad" in their own right, but can serve a range of interests which are guided by ethics. A new ethic of coexistence and synergies with nature is possible, but ultimately depends not on science, law, or finances but on the values we choose to adopt. The book includes a wide range of case studies from countries including Australia, India, Philippines, South Africa and USA. These cover various contexts including water for agriculture, urban, domestic and industrial use, the rights of indigenous people and river, watershed and ecosystem management.
