Book excerpt: The purpose of social science analysis of climate change is to assist policy makers in understanding the expected flows of benefits and costs of policy options over time and to improve our understanding of the human dimensions of the climate change issue. This report deals with socioeconomic criteria for assessment and with the development of methods and approaches for obtaining a better understanding of the socioeconomic impacts and adaptive responses to climate change in Canada's forest sector. Policy makers responding to the climate change issue must deal with many complex issues and unique circumstances. These issues and circumstances also have a bearing on methodologies for undertaking analysis of the future impacts of climate change. Climate change and the effects of climate change on human society spans multiple scales, which leads to the need to consider feedback's and interactions between environmental and human systems, between political systems and between different parts or segments of economies. The implications are that dynamic general or partial equilibrium models integrated with ecosystem response models will be required in order to understand the implications of climate change for land use change, future ecosystem distributions and the supply of timber from Canada's forests. In addition to affecting future timber supply and future commercial forest areas, climate change will influence the benefits Canadians receive from non-market benefits such as outdoor recreation. Currently there is limited analysis of the effects of climate change on non-market values and this area requires more work. Another factor influencing climate change analysis is that the issue spans unusually long time frames for policy analysis and economic analysis. This raises questions about suitable discount rates and accounting for social welfare of future generations. Finally, there is significant uncertainty in long term predictions of climate change and in how the integrated human/biological system will respond over time. Decision analysis, safe minimum standards, precautionary principles and maximin criterion provide some way to incorporate uncertainty into decision making. In terms of integrated assessment models, systematic consideration for the diversity of opinions and results from scientific studies regarding future climate and ecosystems shifts is required.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The United Nations Framework Convention on Climate Change (FCCC) acknowledges the potential for global climate change to have major effects on the world economy. The work of the Intergovernmental Panel on Cli mate Change (lPCC) is focused on evaluating the scientific data on climate change and analyzing the potential responses to it. One of the primary issues in the global climate change debate is how to adapt to any change that might occur. The process ofidentifying adaptation measures and evaluating their effectiveness is the focus of this book. There is now a growing need for multi-disciplinary research and for the science of climate change to be usefully translated for policy-makers.Until very recently, scientific and policy emphasis on climate change has focused almost exclusively on mitigation efforts: mechanisms and regulations to reduce greenhouse gas emissions. The success of such efforts to date is debatable. In fact, the impact of ever more stringent emission control programmes could potentially have enormous social consequences. Little effort has been expended on the exploration of a systematic evaluation of climate stabilization benefits or the costs of adapting to a changed climate, let alone attempting to integrate different approaches. There is an increasing recognition that the key actors in the climate crisis also need to be preparing for change that is unavoidable. This has resulted in a greater consideration of vulnerability and adaptation.The book, based on the research programme "Vulnerability, Adaptation and Mitigation" (VAM) which ran from 2004 to 2010, funded by the Netherlands Organisation for Scientific Research (NWO), presents a cluster of case studies of industries, communities and institutions which each show how vulnerability, adaptation and mitigation analyses can be integrated using social behavioural sciences. This study is an attempt to find out a conclusive result about the relationship between the agents of climate change and the agents of agricultural sustainability, the effects of climate change on agriculture and socioeconomic status of the farmers, and their patterns of adaptation. This study is mostly focused on paddy sector in the context of Malaysia. It is conducted under the research project “The economics of climate change: Economic dimensions of climate change, impacts and adaptation practices in agriculture sector: Case of paddy sector in Malaysia” of the Institute for Environment and Development (LESTARI) of National University of Malaysia (UKM). This book is divided into seven chapters. Initial chapter provides a background of the study and methodology that consists of data, variables, model and tools for analysis. Chapter two provides a review of related literature about the scenario of climate change; its vulnerability and impacts on agricultural sustainability as well as socioeconomic sustainability of farmers; and the adaptation of climate change in terms of farming practices and socioeconomic practices. Chapter three describes the socioeconomic profile of paddy farming households including the particulars related to social status and economic status of farmers, and firm level activities, assets and production practices. Chapter four assesses the vulnerability of climate change in terms of vulnerability of climate factors, vulnerability of agriculture and paddy farming, and vulnerability of socioeconomic status of the farmers. Chapter five finds out the impacts of climate change on agriculture, especially paddy farming, as well as socioeconomic status of farmers. Chapter six provides the approach and process of adaptation in terms of farmers’ understanding about climate change, farmers’ approaches towards adaptation, current supports from external parties for adaptation, and required supports for adaptation. Finally, chapter seven discusses summary and provides policy options and recommendations in term of government policy, farm level strategy, and relevant stakeholders’ involvement to proper cope with climate change and its adverse impacts. We hope that the book provides the linkage to facilitate better understanding of the socioeconomic perspectives of climate change. We also believe that the book will stimulate further research in the subject and the information provided will assist other researchers in their future research endeavors. Last but not least, the findings and outputs of this book will stimulate the knowledge input for effective policies in addressing the issue of climate change and its adaptation approaches.
