One of the decisive contradictions of colonialism in Africa was the distortion of use, access to and ownership of land. Land related issues and the need for land reform have consistently occupied a unique position in public discourse in Africa. The post-colonial African states have had to embark on concerted efforts at redressing historical grounded land policies and addressing the growing needs of land by the poor. However, agitations for land continue, while evidence of policy gaps abound. In many cases, policy change in terms of land use, distribution and ownership has reinforced inequalities and affected power and social relations in respective post-colonial African countries. Land has assumed major causes of structural violence and impediments to human and rural development in Africa; hence the need for holistic assessment of land reforms in post-colonial African states. The central objective of the text is to identify post-independence and current trends in land reform and to address the grievances in relation to land use, ownership and distribution. The book suggests practicable policy options towards addressing the land hunger and conflict, which could derail the ‘moderate’ socio-economic achievements and political stability recorded by post-colonial African nation-states. The book draws its strength and uniqueness from its adoption of country-specific case studies, which places the book in context, and utilizes field studies methodology which generate new knowledge on the continental land question. Since the enactment of the 1995 Lands Act No. 29 in Zambia, conversion of customary land has become a controversial policy, raising questions about the future of customary land and rural communities, and the role of traditional authorities in a changing environment. Alienating customary land into leasehold tenure has serious implications for local and national politics and gender dynamics. Analysis of these trends suggests that the policy of creating land markets on customary land is subjecting customary systems to the forces of change. However, governments that have adopted this policy have not, by and large, adopted measures to respond to these challenges. Although customary tenure is widely believed to be resilient, it is not clear how the customary system will navigate the current winds of change. Chapters in this book draw from the Land Use and Rural Livelihoods in Africa Project (LURLAP), a collaborative research project undertaken by staff and students at the University of Cape Town and the University of Zambia.

Berry’s theme: the obstacles to African agrarian development never stay the same. Her book explores the complex way African economy and society are tied to issues of land and labor, offering a comparative study of agrarian change in four rural economies in sub-Saharan Africa, including two that experienced long periods of expanding peasant production for export (southern Ghana and southwestern Nigeria), a settler economy (central Kenya), and a rural labor reserve (northeastern Zambia). The resources available to African farmers have changed dramatically over the course of the twentieth century. Berry asserts that the ways resources are acquired and used are shaped not only by the incorporation of a rural area into colonial (later national) and global political economies, but also by conflicts over culture, power, and property within and beyond rural communities. By tracing the various debates over rights to resources and their effects on agricultural production and farmers’ uses of income, Berry presents agrarian change as a series of on-going processes rather than a set of discrete “successes” and “failures.” No Condition Is Permanent enriches the discussion of agrarian development by showing how multidisciplinary studies of local agrarian history can constructively contribute to development policy. The book is a contribution both to African agrarian history and to debates over the role of agriculture in Africa’s recent economic crises.

Book excerpt: "The achievement of the goal of zero hunger by 2030 can be facilitated through green growth investments in the agriculture, forestry and land use (AFOLU) sector. Significant levels of finance are needed to support countries to implement such strategies and fulfil the commitments made in their Nationally Determined Contributions (NDCs), and private finance remains a key source. This report is a useful guide to shape investments by IFAD, and other international donors, in climate change mitigation actions in the East and Southern Africa (ESA) region. We quantify the ESA countries' mitigation commitments with a focus on the AFOLU sector and introduce cost-effectiveness criteria to evaluate such capacity, also in view of attracting private financing. Our results show that most emissions in the region come from the energy sector, followed by AFOLU. Full implementation of conditional and unconditional mitigation targets set forth in the NDCs would limit the increase in regional net emissions to about 20 per cent above the baseline. We argue that mitigation investments can be prioritized to enhance the efficiency of available financing (economy of scope), maximize the mitigation results (economy of scale) and create synergies with economic development needs. However, trade-offs exist from the perspective of social equity and economic development goals. In its 12th replenishment cycle, IFAD has increased its focus on mitigation. In line with this, we find that investment in AFOLU is a profitable way to invest in climate change mitigation, being more competitive than energy and other sectors in attracting mitigation finance. Investing in mitigation through AFOLU is certainly more feasible given the increasing prices recorded in the carbon market. Revenues from this market may provide the necessary resources to fill the funding gap and drive a competitive restructure of the AFOLU sector to help achieve the Sustainable Development Goals. Prioritizing low-income countries would minimize the trade-offs and enhance the synergies between mitigation and economic development, therefore supporting socio-economic growth."--Page 4.

The articles, which are all place-based case studies across nine African countries, cover three not necessarily mutually exclusive thematic areas, namely: smallholder farming livelihoods under new climate risk (five articles); long-term dynamics of livelihoods and landscape change and future trajectories (two articles); and natural resource management and governance under a changing climate, spanning forests, woodlands, and rangelands (four articles). The commonalities, key messages, and research gaps across the 11 articles are presented in a synthesis article. All the case studies pointed to the need for an integrated and in-depth understanding of the multiple drivers of landscape and livelihood change and how these interact with local histories, knowledge systems, cultures, complexities, and lived realities. Moreover, where there are interventions (such as new governance systems, REDD+ or climate smart agriculture), it is critical to interrogate what is required to ensure a fair and equitable distribution of emerging benefits.
