En esta monografía las autoras reflexionan sobre el papel y los retos a los que se enfrenta la participación de la sociedad civil en los procesos de integración Iberoamérica. La existencia de una profunda brecha entre el reconocimiento que el Derecho Internacional Público concede a la misma junto con, a su vez, la innegable importancia que la sociedad civil transnacional ejerce en la realidad cotidiana internacional lleva a las autoras, en primer lugar, a efectuar un análisis relativo a la forma en que el Derecho Internacional Público regula la principal categoría de actores de la sociedad civil transnacional: las Organizaciones No Gubernamentales. En esta línea se presentan los rasgos que el Derecho Internacional Público va pergeñando en la senda de la construcción de una eventual personalidad jurídico-internacional par las ONGs (a día de hoy todavía inexistente en el Derecho Internacional General) con especial atención a las soluciones que se ofrecen en el seno de la Organización de Estados Americanos (OEA). En una segunda parte de esta obra, los autores examinan la participación de la sociedad civil en los propios procesos de integración en el área iberoamericana, previa consideración de la actuación de ésta en el proceso del ALCA, en cuyo resultado final dicha participación tuvo un rol decisivo. Se analizan, desde esta perspectiva los procesos de integración que se caracterizan institucionalmente a través del SICA, la CAN y el MERCOSUR. Para contribuir a una visión más concreta y clara de la necesidad, adecuación, deficiencias y retos de la participación del a sociedad civil en los mismos, se presentan, en la tercera parte, dos estudios de caso, referidos a temas de integración específicos. El primero se refiere a la participación del a sociedad civil en el acuerdo de asociación entre Centroamérica y la Unión Europea. El segundo, a la participación de la sociedad civil en el proceso de integración centroamericana en el ámbito de la cultura. Ambos estudios ponen en evidencia que cualquier avance en integración debe ir de la mano de una toma en cuenta adecuada de las demandas, necesidades y expectativas de la sociedad civil, si se quiere que el proceso en cuestión tenga éxito a largo plazo.
